DORTS Clarifies the Demolition Announcement for the MRT Land Development of Xinyi Eastern Extension's R03 Station

The public announcement No. 10531232400 was made by Taipei City Government on July 14, 2016, for the sake of conducting the demolitions of the above-ground buildings and underground facilities and related compensation for the land used for construction of the MRT land development of the Xinyi Eastern Extension R03 Station. The date of the public announcement will also be designated as the base date for implementing the relevant estimates and compensations for the demolition of the buildings and land improvements, including legal buildings, non-permitted buildings, emigration of population, operation, and ‎agriculture and forestry crops. The related explanation and communication with the land and building owners will proceed so as to legally ensure their rights and interests.

Two public hearings were held by Taipei City Government on March 11, and June 17, 2016. The appraisals and compensations for the buildings and land improvements will be conducted in an open, fair and reasonable approach as stipulated in the "Enforcement Rules of the Land Expropriation Act." Meanwhile, appraisal of the land's actual market value will be undertaken on September 1, 2016, which will be the base date of value. It is anticipated that the negotiation meetings for land development for the MRT R03 Station and the other meetings for land purchase & buildings and land improvements will be held at the end of this year and at the beginning of 2017. Accordingly, the landowners will have clear understandings and make the right decisions about whether or not they would like to engage in land development in a manner that will create beneficial situations for the landowners, government and society.

Construction of the Xinyi Eastern Extension was awarded on July 19, 2016, and it is slated to be launched by October and scheduled to be completed in six years. To facilitate the construction, Taipei City Department of Rapid Transit Systems is persuading the land owners to fully support the Taipei MRT construction with an open and transparent strategy that will uphold their rights and interests. In addition to providing a high quality and convenient transportation service, it will significantly promote the life functions and living quality in the vicinity while boosting regional development.
