Urban Planning Revisions for the Circular Line North Section and South Section Approved by the Taipei City Urban Planning Commission and Will Subsequently Be Submitted to the Construction and Planning Agency, Ministry of the Interior

Taipei City Department of Rapid Transit Systems (DORTS) stated that in order to accelerate the time of construction for Circular line north section and south section and coordinate with the progress of the central review of the comprehensive planning report, in addition to the deployment of basic design tasks to assist in confirming the land area that will be required for MRT facilities and estimated project funding, they also submitted a report regarding urban planning revision cases which fall within the jurisdiction of Taipei City Government to the Taipei City Urban Planning Commission. The commission approved the report on June 21 at the 728th commission meeting, and this is a big step forward in the planning of this design. Furthermore, under strenuous efforts of Taipei City Government, MOTC granted approval for the special budget (2019-2020) Phase II of the forward-looking infrastructure project which includes Circular line north section and south section. For the budget planning of this case, DORTS has cooperated in the preparation of budgetary matters for 2019 and 2020.
 
DORTS explained that the public anticipates the Taipei MRT Circular line Phase II north section and south section, which will link up together the radial MRT network in the greater Taipei Metropolitan Area. Revisions to the comprehensive planning report were submitted to MOTC on May 31, and they provided written feedback and suggestions. Currently DORTS is in the process of reviewing the suggestions and drawing up a response for this case. After revisions to the planning report have been completed, the report will be resubmitted to MOTC for review, and DORTS will continue to act in cooperation with review tasks of the central government in order to obtain early approval from the central government.
 
DORTS emphasized that in order to accelerate the speed of tasks related to construction planning, they are actively engaged in the handling of these tasks and have completed relevant preparatory tasks. This case has already reached the phase of being reviewed by the central government, and based on the earnest anticipation of local public opinion for this construction plan, it is expected that the Executive Yuan will grant early approval to the comprehensive planning report for the Circular line north section and south section in order to promote the construction of the MRT.
