Comprehensive Implementation of Integrity Risk Management in Construction Projects, DORTS Wins the Integrity Award
The Ministry of Justice strives to guide the public sector in pursuing improved administrative integrity and has established the “Integrity Award” in order to set a benchmark learning model. The 3rd Integrity Award ceremony was held on November 25 at the National Central Library. DORTS was the recipient of an “Outstanding Government Agency” award for its overall integrity and effective management, and Commissioner Cheng De-fa accepted the award as a representative of DORTS. Commissioner Cheng De-fa stated that the DORTS team abides by the guiding principle of “integrity as the foundation and swift progress without hindrance” as their objective, and adopts measures such as equal access to land development information and institutional justice, a pioneering user-friendly rental and sales management platform, and a comprehensive material quality protection network in order to face projects with enormous scale and complexity. In addition, DORTS promotes clean and efficient governance through three main administrative pillars: “professional inheritance,” “steadfast beliefs,” and “practical pursuit of dreams.” DORTS also explained that they emphasize equal access to information and the equitable design of institutional frameworks in land development decision-making. This includes fully publishing all development project information on the official website to ensure that all potential investors fully understand the investment solicitation details. The "C1/D1 Integrity Platform" was first established in 2017 to encourage public oversight and usher in a new chapter of major municipal projects with integrity supervision. Standard operating procedures were simultaneously established for equity allocation, equity conversion, and assessing the total value of building developments. Through cross-domain governance and public-private partnerships, DORTS signed a total of four development project investment agreements between 2022 and 2024, which earned the government over NT$12.4 billion in return assets. DORTS further elaborated that the “Land Development and Housing Network” and the “Tenant Services Network” were established in order to effectively manage over 2,000 public real estate properties. Furthermore, in order to improve transparency in asset management and achieve the goal of convenience and efficiency, the website not only enables tenants to report repairs online and check rent payment records, but also provides the general public with access to bidding information and online electronic bidding services. The simultaneous implementation of a virtual account system has also effectively enhanced the transparency and security of fund management. This year (2025) online live bidding operations were also included for the first time to further enhance the openness, fairness, and impartiality of joint development housing bidding and leasing procedures. DORTS pointed out that at an early date a “proactive deployment and border control” strategy was adopted, and that they were the only domestic engineering agency to establish a comprehensive material quality management and anti-fraud system. The DORTS central laboratory was the first engineering agency to gain certification in the country and is now in the leading position with the largest scope. Moreover, they have implemented e-management, automated measurement and big data analysis to effectively identify quality control blind spots and reduce the rate of defective materials. At the same time, they have created an exclusive product quality evaluation system for material supplies such as reinforced steel and concrete and implemented source management and border control to improve the quality of materials supplied and prevent defects. DORTS also mentioned that as a result of rigorous inspection procedures and highly-effective deterrence, the central laboratory has been designated as a training and observation unit for agencies such as Agency Against Corruption, Ministry of Justice and the Public Construction Commission, Executive Yuan, effectively demonstrating the integrity and competence of the agency and sowing the seeds of integrity throughout the nation. DORTS emphasized that through the integration of integrity risk management throughout the entire life cycle of MRT projects, transparency in policy implementation has been established at each stage from planning and design to land acquisition, materials and construction contracting, and public real estate rental and sales operations, and that they received this honor following rigorous review by the evaluation committees. DORTS will continue to conduct operations with integrity, professionalism, and innovation as a foundation for the promotion of the development of urban MRT systems and the creation of a safe, convenient, and sustainable transportation environment.
