DORTS Opens up a New Prospect

Taipei City Department of Mass Rapid Transit Systems (DORTS) stated that in response to the abolishment of the “Temporary Assigned Worker Assignment Act” which was announced by the President on June 17th, 2015, DORTS will amend the rules of their organization within three years of the revocation of the ordinance in accordance with Paragraph 2 of Article 36-1 of the Civil Service Employment Act, which was subsequently added. This means that DORTS will be changed into a permanent organization before June 18th, 2018 for the sustainability and continuation of the MRT system. Commissioner Chang Tzer-hsiung diligently led the DORTS staff in implementing the administrative tasks in completing the vast organizational restructuring, and with the support and approval of Taipei City Council, the reorganization went into effect on June 1, 2018 to promote new milestones in the construction of the MRT network.
With the revisions to the rules of organization, DORTS was reorganized from seven divisions and seven offices to six divisions and five offices. With the exception of retaining the organization of the Systemwide E&M Project Office, the four project offices in the Northern, Eastern, Southern, and Central districts will be merged together. The new project offices head for the First and Second District Project Office, and the directors Mr. Jian Zhe-hong and Zhou Wen-bin will be sworn into office on June 1, 2018.
For the past 30 years DORTS has continually promoted the MRT network and expanded the network of routes. The maintenance and management of the existing route networks in operation are also continually increasing with the scale of assets amounting to over NT$470 billion. DORTS has already pivoted away from being a primarily government-based technological organization. Now in addition to construction projects, DORTS is also a fully-featured MRT professional management organization, which combines land development services on related lands, asset management, adjacent building safety inspections, building permit reviews, MRT system replacement fund management, route-section operation facilities improvement, and MRT technical experience inheritance.
DORTS stated that the establishment of MRT routes is still a major part of the infrastructure for nationally promoted industries, and during the 30 years that they have been established, they have cultivated a precision task force. During this phase of organizational consolidation, human resources will be fully integrated and challenges will be faced with strength and perseverance. DORTS emphasizes making use of their cultivation of skills and original intentions to not only rapidly construct Wanda line Phase I, Circular line Phase I, Xinyi eastern extension, and Xinzhuang Depot, but also diligently promote planning and construction of the Circular line North, South, and East Sections, Wanda line Phase II, and Minsheng-Xizhi line, Shezi, Shilin, and Beitou light rail transit network in order to provide more convenient transportation services.
