"title": "Mayor Chiang Presided over the Groundbreaking Ceremony for the Neihu Section of Circular Line East Section",
"Content": "A new milestone has been reached on Circular line east section, which is eagerly anticipated by the public. On the morning of February 4 at Lequn parking lot, the groundbreaking ceremony was held for Circular line east section contract CF710, which will link Zhongshan and Neihu districts in Taipei City. Mayor Chiang Wan-an presided over the ceremony, and distinguished guests from all walks of life were invited to join together. Mayor Chiang stated that following the completion of the Circular line east section, the route will take passengers from Neihu Technology Park to Shilin Station in just 11 minutes and from Xiangshan Station in Xinyi District in just 14 minutes. Mayor Chiang expressed his belief that the new route will solve the traffic congestion during commuting hours in Neihu Technology Park and bring greater convenience to residents of Neihu District. DORTS First District Project Office (1st DPO) is responsible for the construction of this section, and they explained that section contract CF710 was jointly awarded to Hwang Chang General Contractor Co., Ltd and Japanese company Okumura Corporation with a bid of over NT$27.9 billion. The section spans a length of 2.91km and includes a tail track cut-and-cover structure, three underground stations (Y30, Y31 and Y32), four sections of shield tunnel, and water, electricity, and environmental control engineering within the scope of the section contract.1st DPO further elaborated that the scope of this section contract will run southbound from an approximately 110-meter cut-and-cover structure at the Station Y29 tail track and proceed beneath Jingye 3rd Rd. through shield tunnels. It will then turn on Lequn 2nd Rd., and Station Y30 will be constructed on Jingye 4th Rd. in the vicinity of Taipei Marriott Hotel and Binjiang Junior High School. The route will then pass the Tiding Blvd. and Zhouzi No. 1 Park through a shield tunnel before turning on Jihu Rd. and then Ruiguang Rd. Station Y31 will be constructed in Zhouzi No. 2 Park, and the route will pass along Ruiguang Rd. and lead directly to Dagangqian Park, where Station Y32 will be constructed. It then goes along Ruiguang Rd. before turning at Ruiguang Park and then terminating at the north side of the Station Y33 (not included) diaphragm wall.In his speech, Mayor Chiang stated that Taipei MRT construction is proceeding rapidly with major projects underway across the city, including Xinyi eastern extension, Wanda line, Minsheng-Xizhi line, and the Circular line north, south and east section. Following the completion of each section, the MRT will provide residents and tourists with more convenient transportation options and shorter travel distances. Furthermore, it will contribute to the development of low-carbon cities by alleviating traffic congestion, reducing carbon footprints, and improving urban air quality. Mayor Chiang also mentioned that construction for section contract CF710 will be carried out on Ruiguang Rd. in Neihu District near Neihu Technology Park. Because the route passes through Ruiguang Rd., which is a busy thoroughfare in Neihu District, traffic management challenges will be faced during the construction, and Mayor Chiang requested that DORTS make every effort to coordinate accordingly and hold briefings prior to the commencement of construction to enable everyone to be able to fully understand the construction plans and traffic adjustment measures. At the same time, the frontline workers were reminded to uphold the highest public safety standards to ensure the smooth completion of the project. Mayor Chiang also announced that section contract CF720 was awarded on January 30 which is located on Jiuzong Rd. Construction on this contract will commence as early as April, and will carry out the vital mission of connecting the east depot and all of the stations on the northern end. This will not only effectively alleviate long-term traffic pressure in Neihu Technology Park but also be a key milestone in achieving the vision of a ring-shaped MRT system.DORTS further elaborated that the Taipei MRT route network connects major thoroughfares in the Taipei city center via a grid-like network of routes and then expands outwards along important corridors in a radiating pattern. The planning concept for the Circular line is to connect the MRT lines radiating out from Taipei metropolitan area through a ring-shaped route to accomplish the objective of convenient transportation. Circular line Phase I (Dapinglin Station to New Taipei Industrial Park Station) has already opened for operations. Meanwhile, Circular line Phase II includes the south, north and east section, which are currently under construction. It will be a single-system service without transfer for the entire Circular line. DORTS stated that a convenient MRT network will greatly increase willingness among the public to use it and reduce the use of private transportation. This will not only resolve traffic issues in the Neihu area, but also contribute to energy conservation and carbon reduction.DORTS specifically pointed out that the construction of this contract will mostly be located along Ruiguang Rd. in Neihu Technology Park, which has an especially high traffic volume during peak hours. Reducing the number of traffic-maintenance barriers will influence the space available for construction and inevitably impact work efficiency. Furthermore, limited construction times will impede construction progress; therefore, deep excavation construction methods will be adopted as a planning measure on the narrow roads in the core area of Neihu Technology Park. To celebrate the official commencement of construction on section contract CF710, following the groundbreaking ceremony, a theater troupe was invited to perform on the site to lead everyone with unlimited imagination, bringing everyone in Neihu closer together through a theatrical performance. A blood donation vehicle was also stationed on-site, and the public were invited to roll up their sleeves and donate blood. In addition to allowing the spectators to participate in the event and jointly record and witness local celebrations, this gave them the opportunity to demonstrate their love and respect for life through a concrete action.",

"title": "Team Taipei’s 3rd Anniversary – Development of Six Lines 2.0",
"Content": "It is the 3rd anniversary of Taipei Mayor Chiang Wan-an’s time in office, and in order to realize the city government’s urban vision of “Sustainable Inclusion in the Capital City of Hope” and to achieve the goal of net-zero carbon emissions by 2050, DORTS is sparing no efforts in promoting the “Development of Six Lines 2.0.” DORTS has adopted smart railway systems and innovative construction methods to create a friendly and convenient riding experience on the first domestic ring-shaped MRT network. By implementing integrity risk management throughout the construction projects, DORTS was recently awarded an Integrity Award by the Ministry of Justice. On December 23, Mayor Chiang Wan-an conducted an inspection of the construction progress on Circular line north section and on the north section of Circular line east section in order to better understand the current construction status and traffic maintenance measures. Mayor Chiang stated that the Circular line forms the backbone of the Taipei MRT system and will reverse the traditional “radiating” traffic pattern. It will improve the overall transportation efficiency in Taipei and New Taipei City through a “circular-shaped with multiple transfer points” approach and drive continual sustainable urban development in the future. Mayor Chiang also pointed out the construction of Circular line east section will effectively alleviate long-standing traffic bottlenecks in the Neihu District and enhance Taipei's overall transportation resilience, making a major milestone in the movement towards sustainable cities. In his speech, Mayor Chiang emphasized that MRT construction is a key indicator of urban development and symbolizes the citizens’ commitment to environmental sustainability along with the pursuit of safety, convenience, and quality of life. It is also a core objective which has been continuously promoted by the city government since he took office. This year, construction on all projects on Circular line north and south section have commenced; moreover, EMUs for the Wanda line have successively arrived in Taiwan and undergone dynamic testing. In addition, with static and dynamic testing of the EMUs being conducted for Xinyi eastern extension, which has been the most difficult of all of the MRT construction projects to date, DORTS has entered the final stage with the opening of the line just around the corner!Mayor Chiang also stated that the north section of Circular line east section is especially important to Neihu Technology Park. Following the completion of construction, the commute time to Neihu Technology Park will be dramatically reduced. The travel time from St. Ignatius High School Station to Neihu Technology Park will be reduced from approximately 30 minutes to just 11 minutes, and the travel time from Dapinglin Station to Neihu Technology Park will be reduced from 39 minutes to 12 minutes. After these key stations are completed, it’s like unblocking key meridians in the Taipei transportation system and will not only alleviate the stress of making transfers in the city center and improve long-standing traffic issues in the Neihu Technology Park area, but also facilitate faster and more efficient commutes between Taipei and New Taipei City. DORTS explained that 12 underground stations and one underground depot will be constructed for Circular line north section, which is approximately 14.93km in length, and it will connect living circles including New Taipei Industrial Park, Dazhi, and Shilin. With a total length of 6.54km, six underground stations and an east depot are planned for the north section of Circular line east section, which will connect with Circular line north section in the future and provide Neihu Technology Park with more convenient transportation options. In the future following the completion of all construction contracts, the public will be able to transfer to Taoyuan Airport MRT at New Taipei Industrial Park Station (Y19), transfer to the Zhonghe-Xinlu line at St. Ignatius High School Station (Y21), transfer to the Tamsui-Xinyi line at Shilin Station (Y26), and transfer to the Wenhu line at Jiannan Road Station (Y29). In addition, the travel time from Taipei 101/World Trade Center Station to Neihu Technology park will be reduced from 30 minutes to 20 minutes. This will significantly reduce travel times and enhance transportation efficiency between Taipei and New Taipei City.DORTS Commissioner Cheng De-fa pointed out that the Development of Six Lines 2.0 is carrying forward a vision from 30 years ago. Simultaneously moving towards a smarter, safer, and more human-centered future, the Taipei MRT is continuously evolving in a wide variety of aspects including in production history, document digitization, station structure, and interior decoration materials as well as in terms of electric vehicle control, materials, and energy saving. The smart upgrading of the MRT can be witnessed from the evolving ticketing and gate systems, and the fourth-generation automatic fare collection system will integrate credit cards, mobile payments, and e-wallets, bringing about a revolution to the MRT riding experience. DORTS will also revitalize 30 years of intellectual assets through the smart AI technologies to build a transparent and reliable MRT system. Commissioner Cheng stated that DORTS looks upon passengers as its own family members and in response to the aging of society, we completed the improvement projects for 82 escalators and 7 elevators at 25 stations. Furthermore, DORTS has established two-way escalators at station entrances and exits whenever possible as part of their commitment to creating a friendly riding environment. In order to achieve the sustainable development and net-zero carbon emissions, DORTS are taking the lead nationwide in issuing sustainable development bonds for MRT construction and using the funds to cover MRT costs. This will reduce carbon emissions from private transportation while creating a convenient and comfortable green travel experience which promotes development in the vicinity of the MRT. DORTS emphasized that they will continue to promote MRT construction with integrity, professionalism, and innovation as the foundation to enable Taipei to move towards a safer, convenient, sustainable and livable city.",

"title": "Comprehensive Implementation of Integrity Risk Management in Construction Projects, DORTS Wins the Integrity Award",
"Content": "The Ministry of Justice strives to guide the public sector in pursuing improved administrative integrity and has established the “Integrity Award” in order to set a benchmark learning model. The 3rd Integrity Award ceremony was held on November 25 at the National Central Library. DORTS was the recipient of an “Outstanding Government Agency” award for its overall integrity and effective management, and Commissioner Cheng De-fa accepted the award as a representative of DORTS. Commissioner Cheng De-fa stated that the DORTS team abides by the guiding principle of “integrity as the foundation and swift progress without hindrance” as their objective, and adopts measures such as equal access to land development information and institutional justice, a pioneering user-friendly rental and sales management platform, and a comprehensive material quality protection network in order to face projects with enormous scale and complexity. In addition, DORTS promotes clean and efficient governance through three main administrative pillars: “professional inheritance,” “steadfast beliefs,” and “practical pursuit of dreams.” DORTS also explained that they emphasize equal access to information and the equitable design of institutional frameworks in land development decision-making. This includes fully publishing all development project information on the official website to ensure that all potential investors fully understand the investment solicitation details. The "C1/D1 Integrity Platform" was first established in 2017 to encourage public oversight and usher in a new chapter of major municipal projects with integrity supervision. Standard operating procedures were simultaneously established for equity allocation, equity conversion, and assessing the total value of building developments. Through cross-domain governance and public-private partnerships, DORTS signed a total of four development project investment agreements between 2022 and 2024, which earned the government over NT$12.4 billion in return assets.DORTS further elaborated that the “Land Development and Housing Network” and the “Tenant Services Network” were established in order to effectively manage over 2,000 public real estate properties. Furthermore, in order to improve transparency in asset management and achieve the goal of convenience and efficiency, the website not only enables tenants to report repairs online and check rent payment records, but also provides the general public with access to bidding information and online electronic bidding services. The simultaneous implementation of a virtual account system has also effectively enhanced the transparency and security of fund management. This year (2025) online live bidding operations were also included for the first time to further enhance the openness, fairness, and impartiality of joint development housing bidding and leasing procedures.　　DORTS pointed out that at an early date a “proactive deployment and border control” strategy was adopted, and that they were the only domestic engineering agency to establish a comprehensive material quality management and anti-fraud system. The DORTS central laboratory was the first engineering agency to gain certification in the country and is now in the leading position with the largest scope. Moreover, they have implemented e-management, automated measurement and big data analysis to effectively identify quality control blind spots and reduce the rate of defective materials. At the same time, they have created an exclusive product quality evaluation system for material supplies such as reinforced steel and concrete and implemented source management and border control to improve the quality of materials supplied and prevent defects. DORTS also mentioned that as a result of rigorous inspection procedures and highly-effective deterrence, the central laboratory has been designated as a training and observation unit for agencies such as Agency Against Corruption, Ministry of Justice and the Public Construction Commission, Executive Yuan, effectively demonstrating the integrity and competence of the agency and sowing the seeds of integrity throughout the nation.DORTS emphasized that through the integration of integrity risk management throughout the entire life cycle of MRT projects, transparency in policy implementation has been established at each stage from planning and design to land acquisition, materials and construction contracting, and public real estate rental and sales operations, and that they received this honor following rigorous review by the evaluation committees. DORTS will continue to conduct operations with integrity, professionalism, and innovation as a foundation for the promotion of the development of urban MRT systems and the creation of a safe, convenient, and sustainable transportation environment.",

"title": "Wanda Line Phase I Construction Progress Reaches 82% - the Only Ventilation Shaft in Taiwan Capable of Exchanging Air Outside a Station is Unveiled",
"Content": "Taipei City Government is sparing no efforts in the promotion of the “Development of Six Lines 2.0,” and among these lines is Wanda line, which traverses Taipei and New Taipei City. As of late October, the construction progress had reached 82% with the laying of the tracks for the entire line currently in progress. The construction of passageways is currently underway at each station along with exit/entrance structures and decorations, and the government is striving towards the goal of completing the line in 2027. Once the line has been opened for operations, traveling from Chiang Kai-shek Memorial Hall to Zhonghe Senior High School will only take 14 minutes, and the line will dramatically reduce travel times between Wanhua, Zhonghe, Yonghe, Tucheng and the core areas of Taipei and New Taipei City.DORTS explained that Wanda line Phase I runs west from Chiang Kai-Shek Memorial Hall Station beneath Nanhai Rd., and after crossing Heping W. Rd. it connects with Xizang Rd. and turns on Wanda Rd. After passing beneath the fruit and vegetable market and the Xindian River, it runs onward to Baoshun Rd. and then Baosheng Rd. before turning onto Zhongshan Rd., and traveling on to Liancheng Rd. and Jincheng Rd. Jincheng Depot has been constructed in the agricultural zone north of Jincheng Rd., and a branch line station has been established adjacent to Juguang Road. With a total length of 9.5km, the line includes nine underground stations and one depot, which is equipped with five-star functionality for train storage, maintenance, testing, and operational management of the entire line.DORTS stated that excavation has been completed at all of the nine stations on Wanda line Phase I, and construction is currently underway on the concourse and platform levels at all stations. This construction includes the ventilation shaft at Yonghe Yongping Elementary School Station, which is the only ventilation shaft in Taiwan which is capable of exchanging air outside of the station as well as ongoing construction on the station structures, interior decorations, and inverted arches and walkways for the up and down tracks of the shield tunnels. In addition, all drilling for the 18 tunnels of the line was completed last year, and the track construction is also progressing rapidly.Jincheng Depot is the train depot for the Wanda line Phase I EMUs, and it is also a next-generation train maintenance and parking center for the Taipei MRT system. A total of 19 EMUs were purchased to meet the requirements of this line, four of which have already arrived at Jincheng Depot. The depot was specially designed for the Wanda line, and it is equipped with advanced EMU inspection, maintenance, and testing equipment which can accommodate multiple EMUs for simultaneous routine maintenance. DORTS pointed out that a promotional video shows the four EMUs which have arrived in Taiwan lined up together, and testing of the first EMU which arrived from Brazil in October last year is currently underway on the test tracks. DORTS also stated that in late December, three more EMUs will be arrived, and the remaining 12 trains will arrive in Taiwan next year. Following the arrival of the EMUs in Taiwan, they will undergo testing on the depot test tracks with manual driving tests conducted using signal monitoring; moreover, various communication functions and operations testing will also be conducted so that the Wanda line will be fully prepared to be opened for operations. DORTS also mentioned that a new specialized platform crane appears in the promotional video at the depot repair facility after having arrived on October 23 from Italy. It is capable of hoisting large-scale equipment and performing heavy maintenance and also provides flexible support for track maintenance tasks. The platform truck is equipped with a spacious deck and has the transport capacity to move tracks, large equipment, or tools to various work areas as well as to perform routine maintenance and inspections. DORTS also stated that the newly-recruited pieces of machinery will be put to use on maintenance services following the opening of the Wanda line for operations and work alongside the maintenance team in order to protect the safety and stability of all journeys on the MRT.DORTS further elaborated that they have released the latest promotional video showing the progress of construction. The video takes viewers on a ride on the Wanda line along a route which includes nine stations and the depot, and it also features construction views of the locations of the exit/entrance. DORTS anticipates transporting people to all corners of the Taipei MRT network and connecting with the daily lives of the public!",

"title": "Mayor Chiang Presides Over Groundbreaking Ceremony for Circular Line East Section Songshan-Xinyi Section: Reaching a New Milestone for the Vision of a Full-Ring Circular Line",
"Content": " The Circular line east section is a major transportation artery which connects the eastern district, southern district, and northern district of Taipei City. The groundbreaking ceremony for Songshan-Xinyi section contract CF760 was held at Xinyi Junior High School in the morning of November 8, with Taipei City Mayor Chiang Wan-an personally presiding over the ceremony.　        The Circular line east section runs for a total length of 13.25 km, and it is a medium-capacity underground system which includes 10 underground stations and 1 underground depot. The route traverses Zhongshan, Neihu, Songshan, Xinyi, and Wenshan Districts in Taipei City, and in the future, it will provide transfer services with the Wenhu line, the Songshan-Xindian line, the Bannan line, and the Tamsui-Xinyi line along with Circular line Phase I and north & south section. Once the east section is operational, the travel time from Xiangshan Station to Taipei Zoo Station will be reduced from 26 minutes to 4 minutes. This will dramatically reduce travel times and make axial connections on the eastern side of Taipei City much more convenient. DORTS Second District Project Office (2nd DPO), which is responsible for the construction of this section, explained that section contract CF760 is a joint undertaking between Fu Tsu Construction Co., Ltd. and Obayashi Corporation (Japan). The scope of construction runs from the south side of east section Station Y37 (not included) along Songshan Rd. and Songde Rd. to Lane 168 Songde Rd. and extends southward along Songren Rd. It then crosses Section 5 Xinyi Rd. before reaching Wuxing Street. With a total length of 2.7km, it includes a pocket track, two sections of shield tunnel, water, electricity, and environmental control-related system facilities, and two underground stations. Of these two stations, Station Y38 will offer transfer connections with the Tamsui-Xinyi line at Xiangshan Station, and Station Y39 will be located at the intersection of Songren Road and Wuxing Street. DORTS stated that the shield tunnel construction for section contract CF760 will pass beneath the Bannan line and the Tamsui-Xinyi line which are currently in operation. Furthermore, it will employ high-precision shield tunneling technology combined with real-time monitoring systems. Digital engineering management (BIM) and smart monitoring systems will be simultaneously installed in order to improve construction efficiency, reduce risks, and strengthen quality control. In his speech, Mayor Chiang stated that the east section is progressing steadily. In the future, following the completion of construction, it will connect the following three industrial hubs: Neihu Technology Park, Xinyi Planning District, and Nangang Software Park, forming an urban corridor with transportation, industrial development and residential convenience functionality. This will not only improve transportation efficiency but also promote urban renewal and commercial development while injecting new vitality and opportunities into Taipei. Mayor Chiang also stated because this section contract is located in the densely-populated city center with busy roads, the construction presents significant challenges. In order to reduce impacts on traffic and residents' daily lives in the areas surrounding the construction, the construction team will strive for precision at every step from traffic maintenance, site improvement, and waterproofing design to construction safety. In order to ensure the construction quality and structural safety, the team will spare no effort in making sure that the project is completed on schedule and at high quality standards in order to provide the public with safe and comfortable transportation services. Mayor Chiang also expressed his hope that city residents continue to support MRT construction. DORTS pointed out that for this project a great deal of importance is being placed on environmental protection and communication with the community along with the use of low-noise and low-vibration construction methods. In addition, a comprehensive traffic management plan and public reporting mechanism have been established to ensure safety and quality throughout the construction process while also avoiding impacting the residents' daily lives. DORTS emphasized that the east section represents the last mile in making the entire Circular line operational. Following the completion of construction, it will dramatically reduce commuting times, enhance transportation efficiency and service quality, and effectively share the traffic load of the existing MRT lines while alleviating traffic congestion. Legislative Yuan members, city councilors, and distinguished VIP guests from all walks of life were invited to the ceremony to pray together for the smooth completion of the construction project. In addition, the ceremony featured performances by Xinyi Junior High School club to showcase the achievements and vision of the city government in promoting MRT construction through a warm and grandiose atmosphere and to rally local support and public confidence.",

"title": "Xinyi Eastern Extension Enters the Final Countdown – Mayor Chiang Emphasizes Safety, Quality, and Transportation Efficiency",
"Content": "In July 2025, train dynamic testing began on Xinyi eastern extension, which is known as the most difficult construction project in the history of the MRT. This was an important milestone prior to the opening for operations. On July 18, Mayor Chiang Wan-an invited elected representatives and other distinguished guests to board the train together from Xiangshan Station to Guangci/Fengtian Temple Station. In addition to recognizing the MRT team involved in the project, Mayor Chiang assured residents of the construction safety and quality, and expressed optimism about the traffic benefits that will soon be realized with the opening of this section.Mayor Chiang stated that although Xinyi eastern extension only consists of a single station and runs a length of just 1.4 km, linking with the following three major transportation corridors: Xinyi, Nangang, and Neihu will dramatically reduce travel times and boost the city’s competitiveness.During the inspection, Mayor Chiang pointed out that although Xinyi eastern extension is only a 1.4-kilometer addition to the line, the scope of construction and degree of difficulty in designing it should not be underestimated. The excavation depth of Guangci/Fengtian Temple Station, which is the terminal station, reached nearly ten floors underground, and its structure was twice the size of a standard high-capacity station. Furthermore, the geological conditions varied from shallow muddy soft soil to deep bedrock, making it one of the most challenging construction projects in MRT history. Mayor Chiang also mentioned that despite facing engineering difficulties and geological challenges on the construction of this section, the MRT construction team still worked diligently to overcome the difficulties. Having completed 87.12% of the project, they are now entering the final countdown stage. Following the completion of construction, it will become a new engine of east-to-west transportation in Taipei and satisfy the expectations for convenient transportation among residents living along the route. DORTS stated that Xinyi eastern extension continues eastbound from the tail track at Xiangshan Station on the Xinyi line. It travels along Section 6, Xinyi Rd to Fude St in front of Guangci Charity Park and includes an additional crossover as well as the terminal station Guangci/Fengtian Temple. Moreover, the tail track runs east from the terminal station along Fude St, to Zhongpo South Rd and Yucheng Park. To date, the main tunnel and station structure have been completed, and the tracks have been completely laid. Station renovations and public art installations are currently underway. DORTS Systemwide Electrical & Mechanical Project Office (SEMPO), which is responsible for electromechanical engineering, further elaborated that the electromechanical equipment at Guangci/ Fengtian Temple Station, such as tracks turnouts, radio systems, high-voltage cables, and platform doors have been completely installed. The full-height platform screen doors have also been installed, and door opening and closing pressure verification testing will soon be carried out followed by train dynamic testing. It will be integrated into the existing Tamsui-Xinyi line system, and every effort will be made to open the line for operations in the first quarter of next year. SEMPO emphasized that they will continue to cooperate with Taipei Rapid Transit Corporation (TRTC) to schedule and conduct all testing during non-operational hours in the early morning in accordance with the principle of not impacting the operations of currently existing trains. In addition, they will also spare no efforts in ensuring construction safety and quality while also minimizing impacts on the surrounding traffic and residents' daily lives during the construction period. DORTS stated that Xinyi eastern extension will inject new momentum into the future development of Taipei MRT and drive travel and business connections between the administrative center, the Xinyi District and Neihu Technology Park. Furthermore, DORTS anticipates that Xinyi eastern extension will enable citizens to enjoy a more comfortable, safer, and more time-efficient public transportation experience. ",

"title": "Moving into the Final Stretch Before Opening for Operations: Xinyi Eastern Extension Late Night Train Dynamic Testing Footage Released",
"Content": "The overall construction progress of the Xinyi eastern extension, which has been called one of the most challenging MRT construction projects in history, has reached 87%. With the exception of civil engineering, which is still underway, the final key phase prior to opening for operations is train dynamic testing, which commenced in July.In order not to influence the regular operations of the Taipei MRT red line, the testing operations can only be carried out during nighttime hours. Following the departure of the last train from Xiangshan Station, the DORTS team immediately engages in dynamic testing and spares no effort in striving towards the goal of completing construction by the end of the year. DORTS Systemwide Electrical & Mechanical Project Office (SEMPO), which is responsible for electromechanical engineering, stated that in implementing dynamic testing, the tracks must first be manually inspected on foot while the power is cut off. After it has been confirmed that there are no obstacles on the tracks, temporary fences separating operational and non-operational areas can be removed, and then a slow-speed track inspection can be carried out at 10 kilometers per hour to confirm that the testing route is clear and free of hazards. The dynamic testing can only commence following these confirmation procedures.SEMPO stated that dynamic testing includes several tasks, the first of which is safety braking distance testing, which verifies that braking functionality meets standards at a speed of 40 kilometers per hour. This is followed by control line verification testing, which confirms that the EMUs receive correct speed codes. The final test is programmed stopping, which verifies that EMUs can automatically stop at the correct position on the platforms and that the doors open smoothly. In order to enable the public to gain an understanding of the progress of Xinyi eastern extension, DORTS specially produced a short video in which SEMPO Chief Chang Yu-chia leads everyone on a late-night tour of the dynamic testing. Chief Chang pointed out that comprehensive testing operations take about 2 hours, and the tested EMUs must be returned to Xiangshan Station by 4:30 a.m. DORTS carries out track inspections and train deployments prior to the opening of the line for operations in order to ensure that the first train will smoothly depart for Tamsui before 6 a.m. and the mission is considered to have been successfully completed. DORTS emphasized that Xinyi eastern extension continues eastbound from the end of the tail track at Xiangshan Station and extends the original existing high-capacity underground project eastward for a length of 1.4 km. Following the completion of construction, the transportation efficiency of the Xinyi line will increase significantly, and it will be integrated with the entire network to maximize overall performance and provide the public with safe and comfortable MRT services.",

"title": "Xinyi Eastern Extension Construction Progress Reaches 85%: A Sneak Peek into the E&M System Installation",
"Content": "The overall construction progress of Xinyi eastern extension, which is considered one of the most challenging MRT construction projects in history, has reached 85%. Under the diligent efforts of the DORTS construction team, in addition to the structural completion of the Guangci/Fengtian Temple Station area and the crossover section, the project has now entered the architectural finishing stage, and the E&M systems are gradually being installed, with full efforts to reach the goal of completing construction by the end of the year. DORTS stated that Xinyi eastern extension construction is moving full-speed ahead, and following the completion of construction, it will be possible to reach Tamsui directly by taking the Tamsui-Xinyi line from Guangci/Fengtian Temple Station. Furthermore, it will reduce travel times along the route and for the public to reach the Xinyi Administrative Center.DORTS further elaborated that the E&M systems for Xinyi eastern extension are gradually being installed. DORTS specially arranged for Chief Chang Yu-jia, who is in charge of E&M system engineering of this contract, to record a video. The public can get a glimpse of the electromechanical equipment details, such as the track switches, which cannot be viewed during regular MRT operations.DORTS explained that the switches are core pieces of equipment for the track signaling system and are responsible for track switching. When EMUs run on steel tracks and need to change tracks, the switch directs the connecting rod to move the point rail for changing tracks. The switch is an important device for determining the direction of travel.DORTS further explained that the video also showcases other electromechanical equipment including impedance bond in track circuits, which are related to speed codes received by the electric trains. The power systems essential for operations, such as driving EMUs, station elevators, escalators and lighting, rely on electricity transmitted through 22kV high-voltage cables. DORTS pointed out that the video shows the 22kV cable routing, the DC cable exothermic welding and power supply equipment room. In addition, the pillars have already been installed for the platform doors which can be seen when taking the MRT, and following the completion of the waiting gates, sliding doors, and fixed doors, the structure of the platform doors will be mostly completed. Pressure testing of the opening and closing of the doors will be conducted next.SEMPO Chief Chang stated that following the installation of the track's electrical and mechanical equipment, static testing of the equipment and dynamic testing of the actual trains will be carried out sequentially. The EMUs will actually enter into the section, and verifications will be carried out with the trains running to ensure that a safe and comfortable MRT system is provided to the public.DORTS also mentioned that as of May this year, the construction progress of Xinyi eastern extension had already reached 85%. Xinyi eastern extension connects to the eastern end of the tail track at Xiangshan Station, and it extends the original high-capacity underground project eastbound for a total length of 1.4km. Following the completion of construction, it will significantly improve the transportation benefits of the Xinyi line and maximize the efficiency of the overall Taipei MRT network. DORTS also stated that the public is invited to browse the official website at any time in order to gain a greater understanding of the latest developments in the construction and planning of the MRT lines.",

"title": "Mayor Chiang Presides Over Groundbreaking Ceremony for the Final Mile of the Circular Line North Section",
"Content": "The groundbreaking ceremony for section contract CF690B of the Circular line north section was held on April 16. The public has been eagerly anticipating the last mile of the Circular line north section, and the groundbreaking ceremony for section contract CF690B, which connects Shilin to Dazhi, was held at the National Palace Museum parking lot in Shilin District. Taipei City Mayor Chiang Wan-an presided over the ceremony, and VIP guests from all walks of life were invited to pray together. Mayor Chiang stated that construction of the Taipei MRT Circular line north & south section is fully underway. Following the completion of construction, the travel time from Jiannan Road Station to New Taipei Industrial Park will be only 28 minutes, and the travel time to Shilin Station will be only 8 minutes. It will effectively improve travel time for people in Taipei and New Taipei City and alleviate traffic congestion in Neihu. In the future, foreign and domestic tourists will also be able to easily reach the National Palace Museum by taking the Circular line. DORTS First District Project Office (1st DPO), which is responsible for the construction of this section, stated that section contract CF690B has a total length of 4.22 km. Beginning in May 2021, 11 rounds of bidding were held, and finally in December 2024 the contract was awarded to Continental Engineering Corporation and Kajima Corporation Taiwan Branch, for over NT$19 billion. 1st DPO stated that the scope of section contract CF690B runs from Station Y27 (excluded) at the intersection of Yunong Road in Shilin District to Station Y28, which will be established in front of the National Palace Museum on Zhishan Road. It then turns right and passes through Wenjian Mountain to intersect with the Wenhu line at Station Y29 on Beian Road in Dazhi before finally turning to the tail track on Jingye 3rd Road. The section contract includes two underground stations (Y28 and Y29), three sections of shield tunnel, and a section of cut and cover tunnel. 1st DPO pointed out that section contract CF690B will face numerous challenges such as shallow hard bedrock and weak clay layers. The construction has a high level of difficulty, and different types of retaining and tunneling techniques have been selected in accordance with the geological characteristics. Furthermore, there are stormwater pipe culverts and a stormwater box culvert on Zhishan Road, which necessitates the hanging of steel pipes and steel box culverts in the station. In addition, there is a shield tunnel which passes through Wenjian Mountain wherein the construction team will face issues of ground stability in fault rupture zones. Multiple challenges will also need to be solved involving the limited construction space for the diaphragm wall beneath the Jiannan Road Station. Nevertheless, DORTS will spare no effort in overcoming each of these difficulties to complete the Circular line north section. In his speech Mayor Chiang stated that 30 years after the commencement of the “6 Lines Construction,” Taipei MRT is formally entering the “6 Lines Construction 2.0.” Today’s groundbreaking ceremony not only marks the beginning of construction of this section but also symbolizes that the construction of the north & south section is fully underway! In the future, a compatible medium-capacity system will be adopted for both Circular line Phase I and the north & south section to provide high-efficiency services which enable passengers to take just one train to reach their destinations. Mayor Chiang specifically pointed out that the most significant feature of this section is its passing by the National Palace Museum. The National Palace Museum houses the world’s leading collection of Asian cultural artifacts and is a must-see attraction for many foreign and domestic travelers; furthermore, it is connected to the station through an underground passageway. People can take the MRT to the National Palace Museum to view the cultural relics without going into the city center. Following the completion of construction, Circular line north section will promote cultural tourism and commercial development and bring greater economic benefits to the local area. DORTS also mentioned that this groundbreaking ceremony has made a break with traditional gender stereotypes, and in addition to female ceremonial attendants, male attendants have also been included to demonstrate the gender equality. DORTS is committed to creating an inclusive and friendly environment to enable all citizens to have feelings of equality and respect. In the future DORTS will continue to promote diversity and inclusion measures and make efforts to contribute to sustainable urban development and social progress.",

Within the scope of this construction project, there is shallow bedrock along with numerous large pipelines beneath the road at Station Y3. Moreover, the road width at Station Y4 is very narrow, and there are three sharp bends in the tunnel which crosses the Jingmei River. The construction is very difficult; however, the MRT construction team will go to great lengths to overcome the issues. 2nd DPO stated that large-scale municipal construction will contribute to urban development and convenience in the future; moreover, they hope to secure public support and cooperation for the project. Therefore, people along the route are urged to be understanding and accommodating to any inconveniences and impacts caused during the construction period.　    In his speech Mayor Chiang stated that bidding for the final three section contracts of Circular line Phase II were finalized last year, and among them, construction of section contract CF670 will commence today. Under the diligent efforts of the city government team and with the assistance of the Ministry of Transportation and Communications, various difficulties such as a lack of labor and materials, rising material prices and poor construction environment were overcome to smoothly awarded the contract and enable Circular line south section construction to commence in its entirety. Mayor Chiang also expressed his gratitude to Continental Engineering Corporation for weathering the difficult construction environment and actively participating in the construction of Taipei MRT. He also made a special point of urging all departments in the city government to work together, listen to the opinions of local residents, and to spare no efforts in minimizing impacts on traffic.　　Mayor Chiang stated that Wenshan District is famous for its history, culture and humanities, boasting not only abundant natural landscapes, hiking trails, and monuments and temples but also Taipei Zoo, which is the largest of its kind in Asia. It is also home to the well-known Maokong Tea Garden along with other tourist attractions. In addition, Mayor Chiang also pointed out that Wenshan District is also known as a cultural district, and in addition to over 40 schools, it is also the location of the Examination Yuan. The opening of the Taipei MRT Circular line south section for operations will foster more convenient transportation in the local area and enable domestic and international travelers to easily reach Wenshan District in order to enjoy the beauty and cultural richness of the area. In addition, it will also enable students to have a safer and faster way to school.DORTS emphasized that the Circular line traverses 14 administrative districts and includes 14 transfer stations which connect with the Wenhu line, the Songshan-Xindian line, the Ankeng LRT, the Zhonghe-Xinlu line, the Wanda line, the Bannan line, the Taoyuan Airport MRT, the Tamsui-Xinyi line, and Taiwan Railways routes. This includes all MRT routes in Taipei Metropolitan Area and will effectively enhance the accessibility and mobility of the MRT system while drastically reducing travel times. Prosperity of satellite areas outside the core area can be promoted through convenient transportation to achieve balanced development in Taipei and New Taipei City.In addition to providing convenient transportation to the public, DORTS will also continue focus on issues such as smart railways, net zero emissions and gender equality. For example, this opening ceremony breaks with traditional gender concepts of having only women serve in ceremonial roles, and instead includes the participation of some men. DORTS believes that the public will get a feeling for the atmosphere which they have created through their efforts to promote urban development.",

"title": "Mayor Chiang Presides Over the Groundbreaking Ceremony for the Shilin Section of Circular Line North Section",
"Content": "The construction of the Circular line north section, which is highly anticipated by the public, has just reached a new milestone! The Shilin section of Circular line north section connects Shezi, Shilin and the National Palace Museum, and on the morning of March 19, the groundbreaking ceremony for section contract CF690A was held at the Jihe Road parking lot in Shilin District. Taipei City Mayor Chiang Wan-an presided over the ceremony, and VIP guests from all walks of life at the central and local levels were invited to pray together for the smooth completion of the project on schedule and in accordance with high quality standards. DORTS First District Project Office (1st DPO), which is responsible for the construction of this section, explained that section contract CF690A spans a total length of 1.45 km, and the contract was awarded to Hwang Chang General Contractor. The project scope starts from the intersection of Shishang Rd. and Zhongzheng Rd. in Shilin District and connects with Station Y25 before heading east along Zhongzheng Rd. through a shield tunnel to Station Y26, which intersects with the Tamsui-Xinyi line. The project then follows Zhongzheng Rd. to Zhicheng Park near station Y27. It includes three stations, one section of pocket track and two sections of shield tunnels. 1st DPO pointed out that the construction of this section passes beneath the Tamsui-Xinyi line. Due to an insufficient clearance height between the elevated section and the road, it was necessary to conduct an excavation prior to the construction of the diaphragm wall utilizing equipment with height restrictions. Furthermore, it was crucial that the construction process not affect the safety and operation of the MRT trains. In addition, because Zhongzheng Rd. is only 23 meters in width, the overall work area is narrow and long, and the diaphragm wall will be constructed adjacent to residential buildings, the DORTS team work diligently to overcome numerous difficulties and minimize impacts on traffic and people’s lives during the construction period. In his speech, Mayor Chiang stated that Taipei MRT has entered the “6 Lines Construction Plan 2.0” era, and the construction of each line is proceeding at breakneck speed. Moreover, the opening of each section will provide more convenient transportation options for Taipei residents and domestic and foreign tourists. Mayor Chiang also stated that a convenient MRT system not only reduces travel times but also increases travel efficiency which will encourage people to choose public transportation and further reduce the usage of private vehicles. In addition to improving urban air quality, this will also contribute to the promotion of a low-carbon city.Mayor Chiang also mentioned that Shilin Station is located at the intersection of Circular line north section and the Tamshui-Xinyi line and is an important transfer station. At the same time, it is the first model of TOD (Transit-Oriented Development) in Taipei City. In addition, the construction of the CF690A section will be carried out on Zhongzheng Road, which is a major transportation route in Shilin District. It will entail facing challenges such as traffic diversion and adjustment of underground public facilities. In addition to requiring DORTS to make every effort to coordinate and hold construction briefings prior to commencing the project in order to enable everyone to fully comprehend the construction planning and traffic adjustment measures and ensure the smooth completion of the project, he also implored the people living along the route to be understanding and tolerant of the inconveniences and impacts caused by the construction. DORTS stated that following the completion of the north section, travel times between Taipei and New Taipei City will be dramatically reduced. For instance, the original travel time of 32 minutes from Shilin Station to New Taipei Industrial Park Station will be reduced to only 20 minutes, and the original travel time of 17 minutes from Shilin Station to Jiannan Road Station will be reduced to just 8 minutes. This will alleviate traffic problems in Shilin and Neihu District. DORTS emphasized that during the bidding process for section contract CF690A of Circular line north section, they faced numerous difficulties, from the pandemic to drastic changes in the international situation and raw materials shortages. Nevertheless, they finally advanced to the construction stage and anticipate that the opening of this section will bring Shilin back to its glory days. To celebrate the official commencement of this construction project, the Paper Windmill Theatre was invited to perform live after the groundbreaking ceremony to lead everyone to use their creativity and imagination to bring the public closer to Shilin through dramatic performance. Public welfare element was also incorporated into the event with guests and the public being invited to roll up their sleeves and donate blood in a blood donation vehicle. This enabled the public who participated in the event to record and witness the local joyous events and demonstrate love and respect for life through practical actions.",

"title": "Mayor Chiang Presides Over the Groundbreaking Ceremony for the Xinyi-Wenshan Section of Circular Line East Section",
"Content": "On December 24, at the Muzha Zoo parking lot, DORTS hosted the groundbreaking ceremony for Circular line east section contract CF763. Mayor Chiang Wan-an presided over the ceremony and guests from all walks of life were invited to burn incense and pray for a safe start to the project. DORTS stated that the east section will be the final piece of the puzzle for the Circular line, and the commencement of construction symbolizes that the Taipei MRT Circular line has reached a new milestone.　In his speech, Mayor Chiang stated that contract CF763 is the first civil engineering contract commenced on the east section. Running south from Songren Rd. in the Xinyi District, it passes through the Muzhi Mountain, Wanfang Interchange, and the Jingmei River and then connects with the Circular line south section at Taipei Zoo Station Y01 on Section 2, Xinguang Rd. As a journey through mountains and peaks, the difficulty of construction is considerably high. In addition, Mayor Chiang pointed out that this section contract is of great significance and thanked DORTS for fulfilling the promise to enable construction on the east section to commence within two years from the time it was approved by the central government.　　DORTS Second District Project Office (2nd DPO) stated that with a total length of 13.25km, the east section will be built underground and it includes ten underground stations and an underground depot. The scope of contract CF763 encompasses a total length of 3,157 meters. Because the construction area mainly consists of the shield tunnel working shaft and the Muzhi Mountain ventilation shaft which is located in front of the zoo on Section 2, Xinguang Rd., DORTS conducted public briefings and inspections prior to construction. Furthermore, in accordance with the comprehensive traffic maintenance plan, DORTS has communicated with local residents to minimize impacts on traffic. Mayor Chiang stated that the Taipei MRT Circular line facilitates opportunities to put TOD into practice in Taipei City and New Taipei City, which will not only promote the urban renewal but also enable Taiwan to become another model for the world. He also expressed his gratitude towards the construction company and DORTS for their efforts along with the central government and legislators for their support of planning revisions of MRT routes in Taipei City. Mayor Chiang specially pointed out that with construction of the following six lines underway: Xinyi eastern extension, Wanda line Phase I, Wanda line Phase II, Circular line south section, Circular line north section, and Circular line east section, Taipei is embarking on the "Taipei MRT 6 Lines Commencement Plan 2.0." He also kindly asked the people living along the route for their understanding and tolerance for inconveniences and impacts caused during the construction period. DORTS stated that the route of Circular line east section traverses the Neihu, Songshan, Xinyi, and Wenshan administrative districts and facilitates transfers with the Wenhu line, the Songshan-Xindian line, the Bannan line, and the Tamsui-Xinyi line; furthermore, it connects with the approved Circular line north & south section along with Circular line Phase I, which is already open to the public. In the future it will effectively improve the accessibility and mobility of the MRT system while dramatically reducing travel times. DORTS further elaborated that under the vision of “Excellent Construction, Efficient MRT, and Easy Travel in Taipei,” they are continually upgrading the following components of the MRT: joint development, smart railways, net zero carbon emissions, and refined construction methods while striving for an improved Taipei MRT system. DORTS emphasized that it has made achievements in public art, MRT construction, and sustainability this year, and all colleagues will continue to work diligently to create more outstanding results. In addition to the 58.1km of construction on the six aforementioned lines, for the sake of the development vision of Taipei Metropolitan Area in the next 30 years, DORTS has already drafted the budget for next year (2025). On the achievements of the existing route network, DORTS is conducting a review and assessment of the overall route network while continuing to develop potential routes and improve the convenience of MRT green transportation in order to create a low-carbon and livable Taipei City.",

"title": "Circular Line Phase I Wins Public Art Excellence Award",
"Content": "At the “9th Public Art Awards” ceremony hosted by the Ministry of Culture on December 4, DORTS’ “Taipei MRT Circular line Phase I Public Art” won the Public Art Excellence Award. Following the 2012 achievement, "The Story of Lake City" which threads seven public artworks along the elevated section of the Wenhu line won the "3rd Public Art Awards - Excellence Award." This time, the artwork has once again won the favor of the judges for its high artistic value and spirit of macro-innovation.DORTS stated that the artworks are the creations of the renowned French artists Daniel Buren and Emmanuelle Moureaux. A color strategy was employed to transform the MRT space into an artistic visual feast, inviting the public to see and feel our familiar living environment from the perspective of color while also experiencing the subtle changes that creativity in public art brings to urban life.DORTS pointed out that the Circular line is the first domestic line to utilize elevated stacked station and viaduct construction, and the public art theme of the entire section is “like the clouds’ swift passage, the dragon travels thousands of miles.” This work breaks away from the stereotypical gray-green coloring of previous public constructions, successfully integrates artistic creativity into the project, and actively creates a work which brings about stunning visual pleasure. This has the simultaneous effect of transforming the MRT carriages into dragons traveling through time and space, with colors spreading across the floor, adding a pleasant rhythm to the cityscape.DORTS also mentioned that in addition to sticking with the theme of creating an EMU which is fluid, can run, can be touched, and can shuttle people between cities, a number of innovations were also proposed for the public art on Circular line Phase I. It breaks away from the previous form of installations scattered in the corners of various MRT platforms. They were instead replaced with a “color plan” as the design base of the entire line. DORTS also stated that this was the first time that convention had been broken by connecting public art elements along the entire MRT line. For instance, the elevated track piers of the Circular line have been designed in a manner that transforms the “grey” giant Hulk into a check-in point for internet celebrities. Moreover, on the Xindian River, the 18-color "Rainbow Bridge" is also a popular check-in attraction. DORTS emphasized that they have made every effort to cooperate with the artists’ creativity in order to become an amazing example of public art both domestically and abroad as well as a model of engineering through 10 years of diligent efforts. DORTS further elaborated that regardless of whether people pass by on foot, by road, or ride in the EMUs, they can feel the vibrant colors of the Circular line. The artworks are in sequence in accordance with different themes across the entire line on the elevated beams and columns, drainage pipes, sound insulation walls, the interior and exterior decorations of EMUs, platform walls, the Xindian Bridge, the Dahan Bridge, and finally converging into a stunning color matrix at Banqiao Station. The colors flow through the entire Circular line to form a comprehensive visual feast. The Circular line is rich in colors that traverse the stations and surrounding landscapes along the line, making the daily routine of traveling or commuting into a colorful game.DORTS Commissioner Cheng De-fa stated that public art projects completed between 2021 and 2022 were selected for this year’s Public Art Awards, and a total of 161 works from 17 counties and municipalities throughout the country were submitted for selection. Circular line Phase I public art has had excellent performance in terms of artistic creation, environmental integration, public participation, and educational promotion. Commissioner Cheng expressed his gratitude to the artists for their wonderful creations and being able to receive the highest honor Public Art Award. He also thanked Metro Taipei for maintaining careful management. Winning the favor of the jury is an acknowledgment of the collaboration between the MRT team and artists and serves as an impetus for DORTS to continue promoting public art.",

"title": "Taipei City Mayor Chiang and New Taipei City Mayor Hou Jointly Unveil the MRT Wanda Line First Train at Jincheng Depot ",
"Content": "Following an 18,000-km sea voyage, the brand-new EMU arrived in Taiwan, marking a crucial step towards the goal of opening Wanda line to the public. On November 11, DORTS held an unveiling ceremony at Jincheng Depot for the arrival of the first train of the Wanda line. Taipei City and New Taipei City mayors jointly presided over the ceremony, and distinguished guests from all walks of life, including legislators, city councilors, district directors, and neighborhood chiefs were invited to participate in the event. DORTS explained that Wanda line is 22 kilometers in length, and construction is planned in two phases. When Phase I of Wanda line opens for operations, it will not only become an important transportation artery between Taipei City and New Taipei City, which is capable of meeting the transportation needs of people living along the route in Zhongzheng and Wanhua Districts in Taipei City and Zhonghe, Yonghe, and Tucheng Districts in New Taipei City, but will also provide rendezvous transfers with the Tamsui-Xinyi line, the Songshan-Xindian line, and the Circular line. Following the opening of the Wanda line, the travel time from Zhonghe Senior High School Station to Chiang Kai-shek Memorial Hall Station, originally 38 minutes, will be reduced to just 14 minutes. DORTS Systemwide E&M Project Office (SEMPO), which is responsible for the supervision of mechanical and electrical systems, stated that a total of 35 EMU trains were procured for Wanda line, which is a fully-automated driverless medium-capacity rapid transit system. The EMUs were manufactured at French manufacturer Alstom’s factory in Brazil and feature a steel-wheel rail type and stainless steel car bodies; furthermore, they are connected in a fixed 4-car formation with a total length of approximately 70 meters. SEMPO further elaborated that there are 26 seats in each EMU carriage on the Wanda line, and the seats are configured longitudinally, which enables a minimum width clearance of 1.2m to be maintained in the vehicle interiors. An entire EMU can carry 700 passengers, and there are walkways between carriages. In addition, in response to the small turning radius in some underground sections of Wanda line, vibration-absorbing wheels are used to reduce EMU vibration and noise, minimizing impacts on people’s lives.During his speech, Taipei City Mayor Chiang Wan-an mentioned that the public selected the exterior design of the Wanda line EMUs by voting, with the vibrant aqua blue ripples presenting an image of Wanda line passing through the Xindian River and the Dahan River. Today the public could finally lay eyes on the debut of the long-awaited EMUs. Mayor Chiang pointed out that the quality and driving stability of the trains are the top priority for the MRT team, and SEMPO sent professional supervisors to Brazil for a year to strictly oversee and control the construction quality and successfully complete the manufacturing and assembly of the first train. This laid the foundation for the subsequent mass production of the vehicles. Mayor Chiang stated that this is the first time that he has welcomed the arrival of new EMUs during his tenure as mayor, and it is the result of the multi-party cooperation and joint efforts of the MRT team. He extended special gratitude to everyone involved in the project for making this moment possible and stated that the sweat of every worker is the momentum which will smoothly drive the EMUs into the future. Mayor Chiang emphasized that Wanda line is a major Taipei City policy for bringing about improved transportation and carrying out the important mission of promoting balanced regional development. The Taipei city government will continue to promote the development of smarter and greener public transportation and cooperate with New Taipei City for a brighter future.DORTS further explained that Jincheng Depot will be the base for this first EMU train, and the depot was specially designed for the Wanda line. The depot is equipped with advanced train inspection, maintenance and testing facilities and has the capacity to simultaneously accommodate multiple EMU trains for routine maintenance. Testing and trial operations will be conducted on more EMUs in the future in preparation for the official opening of the Wanda line.DORTS pointed out that investor solicitation for the joint development of Jincheng Depot and Juguang Station has been completed. Following the completion of construction, it will form a 95,000-ping large-scale complex living community which meets residential and leisure needs and provides efficient transportation in the belief that cooperating with green transportation of the Wanda line can fulfill the social responsibility of reducing the earth’s carbon emissions.",

"title": "Mayor Chiang Inspects Circular Line South Section and Announces Commencement of Taipei MRT 6 Lines Construction Plan 2.0",
"Content": "Out of concern for the construction progress of Circular line south section, Mayor Chiang Wan-an paid a personal visit to the construction site of the section contract CF670A to inspect the construction status. He also was informed about the progress of Circular line south section, north section, and east section, and invited distinguished guests from all walks of life, including legislators, city councilors, Wenshan District Director, and neighborhood chiefs to participate. In his speech, Mayor Chiang stated that south section contract CF670A commenced on June 13, 2023, and at that time he personally presided over the groundbreaking ceremony. He also explained the current progress to the public who are concerned about the Circular line. Mayor Chiang stated that construction has commenced on four of the six section contracts on the north section; furthermore, bidding was successfully completed in September on the remaining two contracts CF690A and CF690B. Of the two south section contracts, in addition to section contract CF670A, bidding was also successfully completed for section contract CF670 in October. As for the east section, which is the final piece of the puzzle for Taipei MRT Circular line, the bidding for the first construction contract, CF763, has been awarded, and construction is set to commence by the end of December this year. Fulfilling the mission which has been assigned to DORTS will facilitate the accomplishment of the goal of commencing construction on Circular line east section within two years from being approved by the Central Government and will be symbolic of the formation of the entire Circular line with a total length of 49.3 kilometers.Mayor Chiang stated that in recent years due to the influence of factors such as the pandemic, the Russia-Ukraine War, soaring international prices, labor and material shortages, and a saturation of the contract volume for construction companies resulting from overproduction in public construction and manufacturing, project bidding has frequently ended in failure. However, under the active efforts of DORTS in conducting intensive reviews, tendering for the final three section contracts on Circular line north & south section was successfully carried out. Following the approval of planning revisions for north & south section by the central government, the contracts will be signed and construction will commence; furthermore, DORTS is striving to commence comprehensive construction in the first quarter of next year. Mayor Chiang also emphasized that Taipei MRT began 30 years ago with six lines, which made Taipei City into a convenient metropolis. Now, the construction of the following six lines is fully underway: Xinyi eastern extension, Wanda line Phase I and Phase II, and Circular line south section, north section, and east section. Taipei MRT is entering into the “6 Lines Construction Plan 2.0” with continual upgrades in smart railway, zero carbon emissions, and construction method improvements. Although it is possible that the construction procedures will impact people’s daily lives, it will also lead to the creation of a more sustainable, humanistic, prosperous, and livable Taipei, which will be worthy of anticipation by everyone.DORTS explained that during the construction period in order to minimize impacts on the public, DORTS has required that the construction units carry out effective traffic diversion and communication with the public. Furthermore, DORTS has re-optimized the official website and publishes information related to the MRT on Facebook, Instagram, and YouTube. The public is welcome to browse these information online.",

"title": "Xinyi Eastern Extension Tail Track Video Revealed",
"Content": "In mid-September of last year (2023), four tunnel excavation operations were successfully completed for Xinyi eastern extension construction, which is considered the most challenging construction project in MRT history. Furthermore, installation of the fire protection and lighting systems has also been completed in the tunnels, and 2.4 km of rails were laid. To provide the public with an understanding of the current construction status, DORTS filmed a short video to unveil the mysteries of the “tail track” in the MRT tunnels.DORTS stated that in the video, Deputy Chief Engineer Chen Jian-ren of Second District Project Office (2nd DPO), which is responsible for carrying out Xinyi eastern extension construction, explains the construction progress. The video will enable the public to understand how the 3-level-underground station structure of Guangci/Fengtian Temple Station was rebuilt through the restored basement level 1 concourse and mezzanine. Binding of the structural steel reinforcements and templates is currently underway in this section of construction. The implementation of each segment is expected to take 10 to 15 days, and the concrete will be subsequently poured.(Video link: https://youtu.be/PPGuq40ceXU?si=PxOU4SRDH_j2wL0d)DORTS explained that the depictions in the video are also multifaceted and include the implementation of the electrical and mechanical facilities, such as the MMC motor control panel and the low-voltage switchboard and PCC vertical air conditioning box construction at the station equipment level. And at the station platform level, there are crossing line, the platform, and the first exposed east-end tunnel (tail track).Deputy Chief Engineer Chen pointed out that with a length of 520m, the Xinyi eastern extension tail track tunnel connects with the ventilation shaft in Yucheng Park. Guangci/Fengtian Temple Station is the terminal station of the Xinyi-Tamsui line, and vehicle storage is available at the depot at the terminal point of the Xinyi line. The tail track is utilized in the scheduling of future route operations, and four trains can be stored there. The departure of trains setting off for Tamsui each morning, enables the public to conveniently ride on the MRT. DORTS stated that Xinyi eastern extension primarily connects with the eastern end of the tail track at Xiangshan Station on the Xinyi line, and the project extends the high-capacity underground route eastward for length of 1.4km. DORTS will periodically share information on the official website, Facebook and Youtube channel, and members of the public who are interested in MRT construction are welcome to browse further.",

"title": "Wanda Line Phase II Scheduled to Be Completed in 2031: First Images of Shulin Elevated Section Construction Released",
"Content": "Wanda line traverses Taipei City and New Taipei City, and the entire line has been approved for construction in two phases. Among them, construction of the first civil engineering contract of Phase II, the elevated section of Shulin (section contract CQ890), commenced on November 11, 2022. Under the diligent efforts of the DORTS construction team, construction tasks such as sidewalk reduction and restoration, foundation piles and piers construction, and building demolitions have been successively carried out. As of late July, the overall construction progress of Wanda line Phase II has exceeded 27%, and the team is striving to achieve the objective of completing the construction.DORTS explained that with a total length of 6.6km, the elevated section of Shulin runs from Station LG14 at Xicheng Rd. in Banqiao District, turns onto Zhonghua Rd. in Shulin District and intersects with Bade Rd. It then follows Daan Rd. and Zhongzheng Rd. and continues along Section 1, Wanshou Rd. in Taoyuan City, before traveling from Zhongzheng Rd. in Xinzhuang District to Xinzhuang line Huilong Station where it terminates. With eight elevated stations (LG14-LG21) and seven elevated sections, the construction challenges faced include migration of major pipelines, crossing above operational Taiwan Railway, and passing beneath operational high-speed railway. DORTS stated that in order to enable the public interested in Wanda line Phase II construction to preview the current construction status, they have created a video to enable the public to gain an understanding of the current construction progress of the Shulin elevated section. Included in this video release are construction tasks such as the reduction and restoration of sidewalks along the line, removal of the median refuge island and the installation of foundation piles, and the implementation of steel cage overlapping and concrete pouring in order to complete the rock-solid foundation piles prior to constructing the bridge piers on the requisite solid foundation. DORTS explained that because the stations are elevated, construction to move Taipower's 69kV UHV overhead lines underground will also be implemented. DORTS stated that Wanda line Phase II is constructed from Phase I and continues along Jincheng Rd. before finally connecting with Huilong Station on the Xinzhuang line. In addition to having the capacity to satisfy travel demands between Taipei City and New Taipei City, including co-constructed transfers with Taoyuan MRT Brown line at Huilong Station, it will significantly increase intercity transportation between Taipei City, New Taipei City and Taoyuan City.",

"title": "Groundbreaking Ceremony for Wanda Line Phase II Tucheng Section ",
"Content": "MRT Wanda line traverses Taipei City and New Taipei City, and Phase I construction is expected to be completed in 2027. Phase II has reached a new milestone following the commencement of section contract CQ890 construction in November 2022 with the groundbreaking ceremony for section contract CQ880A construction for the underground section of the Tucheng section being held on March 28 at Section 3, Jincheng Road, Tucheng District, New Taipei City. Taipei City Deputy Mayor Lin Yi-hua and New Taipei City Mayor Hou Yu-ih co-hosted the ceremony, and distinguished VIP guests were invited from all walks of life to pray together for the smooth completion of the project on schedule and in accordance with quality standards. DORTS Second District Project Office (2nd DPO), which is responsible for this section, pointed out that Wanda line Phase II construction is divided into the following three section contracts: CQ880A, CQ880B, and CQ890. The section contract for which the ground was broken, section contract CQ880A, was awarded in December last year to the co-bidders, the domestic construction company Far Eastern General Contractor Inc., and the Japanese company IWATA CHIZAKI INCORPORATION, for NT$11.59 billion. 2nd DPO stated that with a total length of 2.84km, the scope of the section contract runs from the cut-and-cover tunnel (not included) on the western side of Wanda line Phase I Station LG08 and extends to the daylight section of Jincheng Road, Tucheng District. Furthermore, along the line there are two underground stations (LG09 and LG10), three sections of shield tunnel, and one daylight section of cut-and-cover tunnel. In her speech Deputy Mayor Lin mentioned that in addition to connecting with Phase I, Wanda line Phase II also connects with Huilong Station on the Zhonghe-Xinlu line. In the future this co-constructed station will interchange with the Taoyuan MRT Brown line and be constructed by Taipei City DORTS. Following the completion of construction, it will not only expand the scope of the Taipei MRT system’s services but also integrate the benefits of the overall transportation network in the Taipei, New Taipei, and Taoyuan metropolitan area, and in the future living circles in northern Taiwan will be more closely integrated through the route network.Deputy Mayor Lin also stated that with a total length of approximately 22.8km, following the completion of construction of Wanda line in its entirety, travel times between Taipei City and New Taipei City will be dramatically reduced. For instance, traveling from Chiang Kai-shek Memorial Hall Station to Station LG09 in Tucheng will only take 20 minutes, reducing the travel time by half compared with taking the bus. In addition to reducing travel times and costs, it will also be capable of reducing traffic congestion in the transport corridors of Zhonghe, Yonghe, and Tucheng Districts while also improving the efficiency of land use along the line.2nd DPO stated that in consideration of operations scheduling requirements, the location of the depot serves as the dividing point for the phased construction. The route of Phase I is an entirely underground section running from Chiang Kai-shek Memorial Hall Station to the depot with a total length of 9.5km, and it entails the construction of nine underground stations and one depot. The route of Phase II runs from the depot to the Huilong section with a total length of 13.3km (the underground section is 2.84km and the elevated section is 10.46km), and it entails the construction of two underground stations and 11 elevated stations.Deputy Mayor Lin also mentioned that she is well aware that the construction of MRT projects is considerably difficult and requested that the contractor make sure to carry out good ground traffic management. In addition to thanking the construction companies and the colleagues at DORTS for their diligent efforts, she also made a special appeal to people living along the route to be understanding and tolerant of inconveniences and impacts caused during the construction period. In addition, the section contract CQ880B will be handled following a budget review in the next few days, and she hopes that the contract will be awarded smoothly.DORTS emphasized that following the completion of construction of the entire Wanda line, it will satisfy travel demands in Zhongzheng District and Wanhua District in Taipei City and Zhonghe District, Yonghe District, Tucheng District, Banqiao District, Shulin District, and Xinzhuang District in New Taipei City. It will also have connecting transfers with the Xinlu line, the Bannan line, the Songshan-Xindian line, and the Tamsui-Xinyi line. Among these connections, LG21 Huilong Station is a co-construction with transfers to Taoyuan MRT Brown line. It will dramatically increase the demand for transportation between Taipei City, New Taipei City, and Taoyuan City, and it is expected to provide the public with more convenient and smoother transportation. "title": "Mayor Chiang Wan-an Presides Over the Groundbreaking Ceremony for MRT Circular Line North Section, Shezi Section",
"Content": "A new milestone has been reached for the eagerly-anticipated MRT Circular line north & south section construction! On March 21, adjacent to Shezheng Park in Shilin District, Taipei City, the groundbreaking ceremony was held for section contract CF690C of the Taipei City section of the Circular line north section, which connects Taipei City Shilin and Shezi areas and New Taipei City Luzhou District. Taipei City Mayor Chiang Wan-an presided over the ceremony, and central and local government VIP guests from all walks of life were invited to pray together for the smooth completion of the project on schedule and in accordance with quality standards.DORTS First District Project Office (1st DPO), which is responsible for this project, explained that section contract CF690C has a total length of 2.7km, and in December last year Hwang Chang Construction won the bidding for over NT$10.2 billion. The construction scope of section contract CF690C runs eastbound from Station Y23 (not included) near Wuhua Elementary School on Jixian Rd., Sanchong District, New Taipei City and crosses beneath the Tamsui River by means of a shield tunnel and follows alongside Chongyang Bridge through Shilin and Shezi to Station Y24, which is established in Shezheng Park before crossing the Keelung River to the western side of the intersection of Zhongzheng Rd. and Shishang Rd. to a pocket track. The project includes one station (Station Y24), one escape shaft on the eastern and western sides of the Tamsui River, one section of pocket track (approximately 194m), and two shield tunnels. In his speech Mayor Chiang Wan-an stated that Circular line Phase II north & south section is divided into eight civil construction projects, and under the diligent efforts of the city government team, this section contract is the first project to commence construction on the Taipei City section of the north section. To date construction of five contracts have already commenced on the north & south section. It is hoped that the contracts for the follow-up projects will be issued as soon as possible to enable Circular line Phase II construction to get fully underway and to achieve the goal of constructing a ring-shaped route network for Taipei MRT as soon as possible!Mayor Chiang Wan-an also mentioned that the construction project which commenced today will connect important traffic sections in the route network between New Taipei City and Taipei City, and it is also a section with high engineering risks and challenges. Following the completion of construction, it will not only solve the traffic congestion problem for people commuting to and from work between Taipei City and New Taipei City, increase ridership, and bring overall transportation efficiency into full play, but also reduce the number of cars and motorcycles in use in Taipei City and New Taipei City to achieve the objective of reducing carbon emissions. Mayor Chiang Wan-an pointed out that Station Y24, which is located at Shezheng Park in Shezi, has been long-awaited by the public and is a major construction project which will change the city's appearance and drive local prosperity. He also stated that he would like to make a special point of sincerely requesting that people along the line have understanding and tolerance for the inconveniences and impacts which will caused during the construction period. DORTS stated that following the completion of construction of the north section, travel times between Taipei City and New Taipei City will be dramatically reduced, and the original 32-minute-ride from New Taipei Industrial Park Station to Shilin Station will be reduced to 20 minutes, and the 49-minute-ride to Jiannan Road Station will be reduced to just 28 minutes. A convenient MRT route network will significantly increase people’s willingness to ride and reduce the usage of private vehicles. This will not only have the capability of solving traffic issues in the Taipei City and New Taipei City area but will also be of assistance to energy conservation and carbon reduction. DORTS Commissioner Cheng De-fa specifically pointed out that the construction of this section crosses the Tamsui River and the Keelung River, which makes the construction risks and challenges extremely high. These challenges include construction of tunnels crossing two rivers, the Tamsui River and the Keelung River, via shield tunnels, raising the possibility of encountering driftwood and pedestrian bridges in the Shezi area as well as conflicts with the Bailing Bridge’s underground foundation piles in Shilin. This will necessitate multiple openings to break down the structure, and the construction risks are extremely high.1st DPO further emphasized that the excavation depth of the shield tunnel for this section contract is 45 meters, and a press-in caisson with a depth of 52 meters was employed for the escape shaft adjacent to the Huanhe N. Rd. Expressway. Both of these reached record depths in the history of MRT construction. The project also includes an underground stacked platform station in the Shezi area which is adjacent to private houses and entails complex construction techniques, such as crossing embankments and freezing methods, all of which are highly challenging. Nevertheless, the MRT engineering team will devise means of overcoming the challenges one by one.In order to celebrate the official launch of the MRT project, after the ceremony concluded, a series of celebration activities were immediately launched on-site. On-site booths included a public welfare stress-relief massage booth, a parent-and-child painting booth, fun activities, and a wide-variety of mobile food trucks, which enabled the public to participate in the event. They could record and witness the local joyous events while simultaneously relieving physical and mental stress and multiplying happiness.",

"title": "MRT Wanda Line Construction Once Again Wins Recognition of Engineering Oscar Award",
"Content": "Known as the Oscars in the field of engineering, the “23rd Public Construction Golden Quality Award” awards ceremony was hosted by the Public Construction Commission, Executive Yuan on December 26, 2023. “Section contract CQ860 construction on the Wanda-Zhonghe-Shulin line (Phase I),” which is being handled by Taipei City Government DORTS First District Project Office (1st DPO), won the favor of the judges for its excellent construction quality and innovation and was awarded the Golden Quality Award for “Excellent” Civil Engineering. This was following Wanda line section contract CQ850A’s winning an award at the 22nd Public Construction Golden Quality Award. On January 30, 1st DPO presented the award at a municipal administrative meeting, sharing the glory with Taipei City Mayor Chiang Wan-an and the other city government colleagues. In addition to thanking the MRT team for their sacrifices and dedication, Mayor Chiang also expressed a high degree of affirmation and encouragement for the construction quality and diligence of MRT construction projects.DORTS stated that Wanda line Phase I section contract CQ860 construction is located in Zhonghe District and Tucheng District of New Taipei City. With a total length of 2.75 kilometers, the eastern side is connected with Station LG06 on the Wanda line and Zhonghe Station on the Circular line, and the western side is connected with Wanda line Jincheng Depot and Wanda line Phase II; furthermore, it will be an important section for testing and operations prior to the completion of construction and opening for operations. The scope of construction includes two underground stations, six sections of shield tunnel, and two sections of cut-and-cover tunnel. With the simultaneous implementation of both shield tunnel and cut-and-cover construction methods, the interface is considerably complex.DORTS specifically pointed out that the construction of this section is located on a narrow road with a width of only 20 meters, and it is in close proximity to industrial, commercial and residential areas with heavily trafficked local roads. In addition, stations, cut-and-cover tunnels, and shield tunnels are being simultaneously constructed, and the traffic maintenance measures have a large impact on local traffic. The entire project is extremely challenging, especially an underground station with an excavation depth of 27 meters and shield tunnels which are stacked on top of one another. In addition to utilizing a shield machine to jack and slide through the underground station, replacement disassembly, transportation, and assembly operations have effectively reduced construction times and decreased the impacts on ground traffic.DORTS also mentioned that parts of the strata in this section are both soft and hard with highly complex geological conditions making this 3.4-kilometer-long project particularly challenging with its six sections of shield tunnel and a total of 12 departures and arrivals. The construction team employed three sets of shield machines to carry out tunneling in different directions and diligently overcome the challenges. In particular, under the dual impact of the COVID-19 epidemic and labor and material shortages in recent years, being able to coordinate and eliminate difficulties and urge manufacturers to promote the project and successfully complete the six tunnels was not an easy task. DORTS stated that a number of innovations were simultaneously proposed for this construction project, for instance replacing the cross wall with ground piles to avoid pipe damage and utilizing the sliding construction method of non-disassembling shield machine to reduce the possible safety hazards caused by the disassembly stage. Of these innovations, the jacking and sliding shield machine method of passing through Zhonghe Senior High School Station was the recipient of the 2023 Taipei City Government Creative Proposal Competition Award of Excellence.DORTS Commissioner Cheng De-fa stated that for this year’s “Public Construction Golden Quality Award” a total of 108 projects were submitted for selection, and the number of participating projects reached a record high to be able to win the highest honor in the national public works. He thanked the judges for their favor and acknowledgment of the hard work and unremitting efforts of the MRT team. During construction, in addition to overcoming a wide variety of challenges and pursuing excellent engineering quality, DORTS also brought about multiple contributions in terms of energy conservation and carbon reduction and environmental protection and sustainable development; moreover, they will continue to make improvement towards creating a safer and more livable city.",

"title": "Mayor Chiang Wan-an Hosts Groundbreaking Ceremony for Wugu-Luzhou Section of Circular Line North Section",
"Content": "MRT Circular line Phase II north & south section construction has once again reached a new milestone. On October 15, the groundbreaking ceremony was held for section contract CF680A construction in the Wugu-Luzhou section of the Circular line north section at Gengliao Elementary School in Wugu District, New Taipei City. The ceremony was co-hosted by Taipei City Mayor Chiang Wan-an and New Taipei City Deputy Mayor Chen Chwen-jing, and central and local VIP guests from all walks of life were invited to pray together for the smooth completion of the construction project according to schedule and quality standards. Taipei City DORTS First District Project Office (1st DPO), which is responsible for the construction, explained that section contract CF680A has a route length of 3.3km, and the contract was awarded to Kung Sing Engineering Corporation (KSECO) with a bid of over NT$14.8 billion. 1st DPO stated that the construction of this section commences in front of New Taipei Industrial Park Station and runs along Wugong Rd. before turning right on Wuquan Rd., crossing Erchong Floodway, passing the south side of the highway and Siwei Rd., and terminating at Zhongshan 1st Rd. in Luzhou District.1st DPO pointed out that the scope of the project is massive with an extremely high degree of difficulty; for instance, the route of the shield tunnel has a curved design to match the position of the National Highway 1 bridge pier foundations. Consequently, a higher-costing earth pressure balanced shield machine will be utilized to cross the highway with precision. 1st DPO further stated that Station Y20 is a four-level underground side platform station with an excavation depth reaching 36.2 meters, and it is the deepest station on the north section. The MRT construction team will employ numerous protective measures to overcome all construction difficulties one-by-one. In his speech, Mayor Chiang Wan-an mentioned that there are eight section contracts for the civil engineering construction in north & south section, and under the diligent efforts of the construction team, following section contract CF680C North Depot project and section contracts CF680B and CF670A, the fourth section contract has commenced as a continuation of their persistent efforts. Mayor Chiang stated that three section contract construction has been carried out on the north section located in New Taipei City, and he anticipates that tendering for the other four section contracts on the north & south section will soon be completed to enable all of Circular line Phase II construction to commence so that the objective of constructing Taipei MRT’s first circular-shaped route network can be accomplished as soon as possible.Mayor Chiang Wan-an further elaborated that the north & south section, which connects Taipei City and New Taipei City, will be of great significance in connecting traffic arteries. Following the completion of construction and opening for operations, it will significantly shorten the travel time between Taipei City and New Taipei City. The 29 minutes of travel time from New Taipei Industrial Park Station to St. Ignatius High School Station will be shortened to 8 minutes, the 32 minutes from New Taipei Industrial Park Station to Shilin Station will be shortened to 20 minutes, and the 49 minutes from New Industrial Park Station to Jiannan Road Station will be shortened to 28 minutes. Convenient transportation will greatly increase the public’s willingness to ride and reduce the use of private vehicles, which in addition to alleviating traffic problems in the Taipei City and New Taipei City area, will also be conducive to energy conservation and carbon reduction.DORTS Commissioner Cheng De-fa stated that the entire loop of the Taipei Circular line, traversing Taipei City and New Taipei City, can be reached by taking one train. Construction of the entire route is divided into Phase I, north & south section and east section. Phase I was opened for operations on January 31, 2020. Four of the eight civil construction projects on the north & south section have also smoothly commenced, and detailed design tasks are currently underway for the east section.DORTS further elaborated that in the future Taipei Metropolitan Area’s first Circular line will link together the currently operational seven radial MRT routes with MRT, light rail, Taiwan Railways, Taiwan High Speed Rail, and Taoyuan Airport MRT rendezvous transfers at 14 stations. "title": "MRT Wanda Line Phase II Puts BIM Integration Technology to Good Use to Overcome Difficulties in the Construction",
"Content": "MRT Wanda line Phase II section contract CQ890 construction is entering an important foundational construction phase. Owing to intricate underground pipelines and important livelihood pipelines in the construction area, a number of difficulties and risks will be faced during construction. After implementing this section construction contract, the construction company will carry out tasks for the entire line which include a pipeline trial excavation and drainage box culvert longitudinal survey to ensure the differences between pipeline maps and actual locations. The construction team must not only integrate the paths of all types of pipelines but also avoid pier foundations in the limited underground spaces and search for the optimal paths for major pipeline migrations in order to eliminate construction obstacles brought about by the locations of bridge foundations and to carry out the construction of the viaduct foundations.DORTS Second District Project Office (2nd DPO) stated that to overcome these difficulties and ensure a detailed understanding of the paths of each important pipeline in order to be able to flexibly adjust the basic foundations and avoid the risk of damages caused by construction, the construction team on this contract are making special use of Building Information Modeling (BIM) technology. This technology creates comprehensive 3D information about underground pipelines in accordance with categories, and in addition to accurately representing the position of the pipelines, it can also assist in simulating and planning construction processes in the vicinity of major pipelines. DORTS 2nd DPO further emphasized that although BIM technology is already extensively employed in a variety of construction projects, this is the first time that DORTS has attempted to use it to model the construction of underground pipelines which are 6.6 kilometers in length. Building models takes time and effort, especially with the complex underground pipeline data of the Taipei Metropolitan Area. Nevertheless, making the most of the opportunity of this MRT construction project and reestablishing the details of the pipelines underneath the roads will be of great assistance for lifecycle operations and maintenance of underground pipelines along MRT lines in the future. DORTS stated that in addition to continuing to assist the New Taipei City Government in promoting urban renovation and MRT projects, DORTS’ construction experience and advanced technology will be utilized to create forward-looking planning and make contributions for the sustainable development of urban areas along MRT lines. On September 15 in the morning, Taipei City DORTS Commissioner Cheng De-fa and New Taipei City DORTS Commissioner Li Zheng-an led the construction team together in hosting a simple and solemn groundbreaking ceremony for the foundation piles. The construction of the bridge pier foundation pile project commenced on that day, and in addition to showcasing the preliminary results of the section contract CQ890 construction team’s utilization of engineering technology to overcome underground pipeline obstacles, it also symbolizes that Wanda line Phase II construction has already entered the important phase of constructing main structures. 2nd DPO will continue to lead the MRT construction team and continue to strive to gradually overcome construction difficulties and obstacles in order to realize the objective of opening Wanda line Phase II for operations as soon as possible.",

"title": "Accompanying Executive Yuan Premier to Inspect Taipei City Section of Wanda Line, Mayor Chiang Strives to Obtain Funding for Circular Line North & South Section and Wanda Line",
"Content": "The overall construction progress of Wanda line Phase I, which is currently under construction, is at 68%, and it is expected to be completed in late 2027. On August 18, Executive Yuan Premier Chen Chien-jen led colleagues from the central government, and they were accompanied by Mayor Chiang Wan-an to inspect Kalah Station MRT construction, which is located on Wanda Rd. in Taipei City, in order to gain an on-site understanding of the construction progress.Taipei City DORTS stated that Mayor Chiang expressed special thanks to the Executive Yuan for their support of green railway construction in Taipei City. Nevertheless, due to factors such as increasing international raw material costs, the impact of the Russia-Ukraine War, and labor and materials shortages brought about by the pandemic, the funding is substantially insufficient for Wanda line Phase I, which is currently under construction, and Wanda line Phase II and the Circular line north & south section, for which the awarding of contracts is still underway.DORTS stated that revisions to three plans will require an estimated additional NT$75.685 billion in funding, of which NT$42.7 billion requires approval by the central government before it can be allocated. Mayor Chiang urged the central government to approve the planning revisions, subsidy increases, and scheduling extensions as soon as possible in order to speed up the implementation of follow-up construction.During his speech, Premier Chen stated that labor shortages, materials shortages, and increases in the international prices of raw materials brought about by the pandemic have all led to higher construction costs, and consequently many tenders of public works have been facing problems, such as insufficient funds. Premier Chen pointed out that all departments of the Executive Yuan will fully support the funding of the projects, and are required to review the causes and to seek countermeasures.During his speech, Mayor Chiang mentioned that the DORTS team has abundant construction experience, and in addition to having the capability of overcoming construction obstacles, they also never forget to insist on improving construction quality. After all, the MRT is a project designed to last for a century, and a high-quality MRT system is a symbol of urban progress. Mayor Chiang also praised Wanda line Phase I construction for winning the affirmation of professional organizations such as the Public Construction Commission (Golden Quality Award), Taipei City Government (Award of Excellence), and Taiwan Concrete Institute. During the process of construction, DORTS has also adopted necessary measures to mitigate impacts on the environment and traffic, in order to complete construction projects safely, on schedule, and while maintaining quality with minimal impacts on people’s lives.DORTS pointed out that through the diligent efforts of the construction team, on the Wanda line not only have engineering difficulties with underground construction been overcome to successfully complete a lengthy tunnel which crosses the Xindian River, but a three-level underground station structure has also been smoothly completed. In addition, in order to implement energy conservation and carbon reduction, a ceilingless design has been adopted for public areas in the station hall and platform levels. Furthermore, local cultural characteristics have been integrated into the public artwork at the station in the belief that after it is opened for operations in the future, it will provide the public with a comfortable riding experience. DORTS emphasized that the Executive Yuan approved Wanda line construction, which spans a total length of 22.8km, in 2010. Of this, Wanda line Phase I is 9.5km in length with a total of nine underground stations, four of which will be established in Taipei City. However, because the route traverses locations in Tucheng, Zhonghe and Yonghe districts and then enters a major road in downtown Taipei via the Huazhong Bridge as well as relatively old city districts, after construction of Wanda line is completed and it is opened for operations, it will play a very important role in the improvement of transportation and the promotion of regional development.",

"title": "Special Construction Environment and Conditions of MRT Circular Line South Section CF670 Section Contract Leads to Failure of Second Announced Tender",
"Content": "Taipei City DORTS Second District Project Office (2nd DPO) explained that MRT Circular line south section is divided into two section contracts, CF670A section contract construction (including the two underground stations, Station Y01 and Station Y1A, and the water and electricity, environmental controls at each station, and two sections of shield tunnel) and CF670 section contract construction (including the four underground stations, Y2A, Y03, Y04, and Y05, and the water and electricity, environmental controls at each station, and four sections of shield tunnel). Section contract CF670A construction was awarded to Continental Engineering Corporation, and construction commenced on June 13, 2023. The tender for the section contract CF670 was opened on July 12, 2023; however, there were no bidders.DORTS 2nd DPO further elaborated that in addition to two shield tunnel crossings of the Jingmei River, MRT Circular line south section, has the following construction difficulties:1.Station Y04 of contract CF670 is adjacent to the Examination Yuan, with exams being held hundreds of days each year, and this easily impacts construction progress as well as workers’ willingness to work. 2.Beneath Station Y03 there are two-hole drainage box culverts occupying the majority of the road space, and in addition to impacting the construction of the station structure retaining wall, during construction times hanging migration operations must also be considered, and the mutual influence of pipes utilized for people’s livelihoods, such as Taipower, telecommunications, tap water, gas, and sewage must also be taken into account.3.The Muzha Road is only 22 meters in width, and the original traffic of flow must be maintained; furthermore, during the shield tunneling construction, there is only nine meters of left-over space on the ground for the storage of the ring-shaped lining pieces, which further increases the degree of construction difficulty.4.Circular line south section runs along a mountainous terrain, the tunnel and station excavation works are all on rock plate, and progress control is difficult; therefore, most construction companies take the construction difficulty of Xinyi eastern extension as a reference and assess the project more conservatively.5.Most of the residential buildings along Muzha Road have no arcades, and the construction of station structures is very close to the entrances of residential buildings; therefore, noise and the lines of movement for people entering and exiting buildings must be taken into consideration. Moreover, concern over public backlash is also warranted, and multiple construction disadvantages further add to the construction companies’ bidding concerns.6.International wars have caused the prices of commodities, steel, copper, cement and other bulk materials to skyrocket, further exacerbating inflation. In addition, there is also a labor shortage for the large-scale expansion of the domestic technology industry, and large numbers of public works are also being launched, which further influences the willingness of construction companies to bid. DORTS 2nd DPO stated that they will follow the instructions of Taipei City Mayor Chiang Wan-an and conduct a thorough review of the difficult characteristics of the construction environment of this contract and adjust the required budget in order to carry out the tender operations again as soon as possible.",

MOTC, legislators, city councilors, and VIP guests from all walks of life were invited to pray together for the smooth construction of the project and for the project to be completed on schedule at a satisfactory level of quality.DORTS Second District Project Office (2nd DPO) explained that Circular line south section CF670A section contract spans a total length of 2.2km, and there are two underground stations (Station Y01 and Station Y1A) and two shield tunnels along the line. The two underground stations will be built adjacent to MRT Wenhu line Taipei Zoo Station and in the area outside the original National Chengchi University ZhuangJing Dormitory respectively. The section construction contract was awarded to Continental Engineering Corporation for over NT$8.8 billion.2nd DPO pointed out that the construction of this section is located in an area with complex geological strata and numerous rock plates with a high degree of hardness; furthermore, the connecting roads near Station Y1A are narrow. The construction team will employ the first domestic composite stratum grid retaining pile drainage method for the implementation of construction; furthermore, there are three sharp turns in the tunnel, and it crosses the Jingmei River. The construction has a high degree of difficulty and risk, and the MRT construction team will attempt to overcome these challenges one by one. During his speech, Mayor Chiang stated that after Circular line south section is opened for operation, the travel time from the National Chengchi University living circle to the Gongguan business circle will be reduced by one-half, from 35 minutes to 19 minutes. The estimated riding time from Dapinglin Station to Taipei Zoo Station will be reduced from 30 minutes to 12 minutes, and the riding time from Banqiao Station to Taipei Zoo Station will be shortened from 50 minutes to 30 minutes. Taipei City Zoo in particular is one of the must-visits for many domestic and foreign tourists in Taipei. Taking the MRT and the Maokong Gondola is a top choice of day trip for tourists, and Mayor Chiang expressed his belief that it will be possible for more business opportunities to be created. In his speech, Mayor Chiang also mentioned that under the diligent efforts of the city government team, this section contract is the third contract on the north & south section after section contracts CF680C and CF680B, and the first contract on the south section. However, Mayor Chiang also hopes to be able to overcome difficulties and be able to award contracts for the other five section contracts on the Circular line south section as soon as possible in order to enable construction of Circular line Phase II to fully commence and for the objective of the construction of a ring-shaped network to be completed at an early date.Mayor Chiang Wan-an, who is a National Chengchi University alumni, also mentioned that the section contract, for which the groundbreaking ceremony was held on that day, includes two underground stations located in the living circles of Taipei Zoo and National Chengchi University, which is a place that he was formerly familiar with. Mayor Chiang expressed gratitude to National Chengchi University for their willingness to provide campus land for the construction of the MRT station. The construction of the MRT system will not only favor the instructors and students at National Chengchi University and nearby residents but also promote the urban and local development of National Chengchi University. Mayor Chiang finally commented on the area which will be impacted by the construction of the section contract, the roads in the vicinity of Chenchi University are narrow and there are many tourists at the zoo on holidays; therefore, it is imperative that the construction units carry out effective traffic management and do their utmost to avoid traffic jams caused by construction on the route while also being good neighbors and maintaining positive interactions with the people who live along the route.DORTS emphasized that after construction of the Circular line south section is completed and it is opened for operation, the travel time between Muzha District and New Taipei City will be dramatically reduced, providing easy accessibility to the zoo for visitors in Xindian, Zhonghe and Banqiao districts in New Taipei City. In addition, it will also increase the ways in which the National Chengchi University living circle will be connected with the outside world. DORTS explained that the capital city circular line will traverse Taipei City and New Taipei City, and construction of the entire line is divided into four sections: Phase I, south section, north section and east section. Circular line Phase I was opened for operation on January 31, 2020. Circular line Phase II north & south section, for which construction bidding is currently underway, is divided into eight civil engineering section contracts and one electro-mechanical system contract. Circular line east section was approved by the Executive Yuan on March 29, 2023, and the implementation of detailed design tasks and other related procedures is currently underway.DORTS further elaborated that in the future the capital city circular line will connect seven MRT lines which are currently in operation and have rendezvous transfers with the MRT, light rail, Taiwan Railways, Taiwan High Speed Rail and the Taoyuan Airport MRT at 14 stations. DORTS emphasized that the convenience, comfort and punctuality of the entire Circular line will dramatically reduce commuting travel times, expand the living domains of residents, improve the people’s living quality, and facilitate the balanced development of districts in Taipei City and New Taipei City.",

"title": "Accompanying Executive Yuan Premier to Inspect Circular Line East Section Progress, Mayor Chiang Points Out that Improving Traffic Management in Neihu Technology Park is a Top Priority for DORTS",
"Content": "On April 28, Executive Yuan Premier Chen Chien-jen led colleagues from the central government to Taipei City Songshan Station to inspect Circular line Station Y36 and gain an understanding of the Circular line east section planning status. Taipei City Mayor Chiang Wan-an thanked the Executive Yuan and the central government for their concern about Taipei MRT project progress. Currently tasks related to detailed design, land acquisition, and construction of the Circular line east section are underway. Construction is scheduled to begin within two years and be completed in nine and a half years.DORTS stated that the total length of Circular line east section is 13.25 km, and construction of the entire line will be underground. With a total budget of NT$102.486 billion (NT$20.256 billion from the central government and NT$82.23 billion from Taipei City Government), there will be ten stations and one depot. Furthermore, four of the stations will intersect with the Minsheng-Xizhi line, the Songshan-Xindian line, the Bannan line, and the Tamsui-Xinyi line. In addition to providing transfer services, it will also closely connect 14 administrative districts, including Wenshan, Xindian, Nangang, and Xinyi etc., in Taipei City and New Taipei City to fully develop the comprehensive benefits of the metropolitan area.Mayor Chiang stated that the approval of the Circular line east section has considerable significance for the Taipei Metropolitan Area. Following the completion of construction, it will connect with Circular line north section & south section and the currently-operational Circular line Phase I to form a 49.3 km capital city circular line with 42 stations. The capital city circular line will become a very important route in Taipei metropolitan area like the Tokyo Yamanote Line in Japan, passengers are able to reach destinations by taking only one train. Mayor Chiang also pointed out that the Circular line east section will be an important step in solving traffic issues in Neihu; moreover, the Minsheng-Xizhi line will also help to solve traffic congestion problems in Taipei City. Both lines will be solutions to alleviate traffic bottlenecks in Neihu Technology Park.Mayor Chiang explained that there is a large amount of traffic along the route of Circular line east section (Ruiguang Road, Jiuzong Road, and Songren Road, etc.), and specifically instructed DORTS to study a comprehensive traffic management so as to reduce negative impacts which will be caused by the construction in Neihu Technology Park. During his speech, Mayor Chiang Wan-an further stated that the Circular line north section & south section and Wanda line Phase II, which are currently being promoted by Taipei City Government, have been impacted by a number of unfavorable bidding factors such as the epidemic, labor shortages, materials shortages, and rising prices. Related revisions for the tender documents have already begun, and Mayor Chiang asked the central government to provide full support in the future to enable the construction of the overall MRT route network in Taipei Metropolitan Area to be completed as soon as possible and promote local prosperity and development. DORTS explained that the capital city circular line will have 14 stations where direct transfers will be possible with the MRT, light rail, Taiwan Railways, and Taiwan High Speed Rail; furthermore, it will connect with a series of 16 radiating routes, covering all MRT routes in Taipei Metropolitan Area. As the world’s most reliable MRT company, Taipei Rapid Transit Corporation (TRTC) will provide the best overall service. In 10 years with the circular-shaped route network along with Xinyi eastern extension and the Wanda line, which are currently under construction, Taipei MRT route network will reach 210.4 km in length with more than 182 stations and dramatically improve the efficiency of transportation in Taipei City and New Taipei City.DORTS further elaborated that Circular line Station Y36 will have transfer connections with Taiwan Railways and MRT Songshan Station in the future. It is estimated that it will have a considerably large travel volume. In order to greatly improve the convenience of transfers, DORTS will establish the platform level of Station Y36 beneath Taiwan Railways Songshan Station and MRT Songshan Station. It will be possible to divert the flow of passengers transferring to Taiwan Railways and the MRT, and achieve joint-construction of three types of railways.DORTS specially mentioned that the level of difficulty and risks for Circular line east section construction were considerably high as it passes beneath the Keelung River, Taiwan Railways Songshan Station, Taiwan High Speed Rail tunnels, and MRT routes and stations. In order to implement the co-construction of three types of railways and take the safety of operating stations into account, auxiliary methods will be adopted. In order to cope with diaphragm walls and foundation piles beneath operating stations, project planning has adopted narrowing the construction scope and implementation in multiple stages in order to diversify risks and effectively control the schedule.",

"title": "Mayor Chiang Inspects the Most Difficult MRT Construction in History Xinyi Eastern Extension Construction Expected to Be Completed in 2025",
"Content": "MRT Xinyi eastern extension construction is expected to be completed in late 2025. In the morning of April 10th, Taipei City Mayor Chiang Wan-an inspected Guangci/Fengtian Temple Station in order to gain an understanding of the most difficult challenges that have been faced during the MRT construction project. He also gave encouragement to the colleagues working on the site. DORTS explained that Xinyi eastern extension continues eastbound from the tail track of the Xinyi line at Xiangshan Station beneath Section 6, Xinyi Road to Fude Street in front of Guangci Charity Park. It then runs via a shield tunnel beneath Fude Street and Zhongpo South Road and terminates at Yucheng Park. With a total length of 1.4km, one underground station will be established along with a tail track for operations dispatches. Mayor Chiang Wan-an stated that Xinyi eastern extension is the last section of the high capacity system which is currently under construction in the Taipei MRT route network. Xinyi eastern extension extends from Xiangshan Station to Guangci/Fengtian Temple Station, and although it is only a short distance, it connects eastern and western traffic in downtown Taipei; moreover, it also further expands the living circle of Taipei MRT. Following the smooth completion of this construction project, it will be convenient for the public to go to nearby Tiger Mountain, worship in temples, and make contact with the Xinyi Administrative Center to negotiate business affairs.Mayor Chiang pointed out that the final piece of the Circular line puzzle, Circular line east section, was approved by the Executive Yuan on March 29. In the future, there will be transfers between Circular line and Xinyi line where they intersect at Xiangshan Station, and after Circular line east section is opened for operations, the travel time from Guangci/Fengtian Temple Station to Neihu Technology Park will be reduced from 40 minutes to 17 minutes. Mayor Chiang also stated that he believes that in the future people will increasingly rely on the MRT system, which will provide green energy resources for the 2050 net-zero carbon vision.Mayor Chiang stated that because of the operational requirements of the terminal station on the route, the excavation scale of the entire station is nearly double that of the medium capacity stations on the Wanda line and the Circular line. At the same time, the excavation depth of this station is approximately ten floors underground, and the route extends adjacent to the foothills of Four Beasts Mountain, which is on the edge of the Taipei Basin. Consequently, the project faces the challenges of complex geological conditions, and having encountered challenges from the soft clay of shallow mud swamps to deep super-hard rock plates, it could be considered the most difficult construction project in the history of the MRT.During his speech, Mayor Chiang specially mentioned that the MRT team has had to overcome harsh construction environments. The commencement of construction of the Xinyi eastern extension in October 2016 coincided with factors such as the progressive amendment of labor rights protection “One Fixed Day Off and One Flexible Rest Day per Week”, severe and highly infectious pneumonia in recent years, and unfavorable conditions in the general environment of the construction industry, which made the construction process even more difficult. Mayor Chiang expressed his extreme gratitude to the outstanding MRT engineering team for continuing to work hard to carry out various improvements and called on the engineering team to adhere to the premise of putting construction safety first in the promotion of their work. 2nd DPO further elaborated that the two sections of shield tunnels for this route both contain single-circle double-hole up-track and down-track tunnels, and that the total length of the four tunnels is 2,014 meters. Currently the construction has already entered the peak period of station structure construction, and the excavation of the 3rd and 4th shield tunnels is also currently underway. As of the end of March 2023, the length of the tunnel has reached 1,325 meters (66%); furthermore, in the 2 shield tunnels which have already been completed, the rails will be hoisted into the rail areas and welding operations will commence in mid-April as a move towards the next phase of construction milestones.2nd DPO emphasized that the most challenging and unexpected difficulties in the history of any MRT project have been encountered during construction of the Xinyi eastern extension. Nevertheless, with their spirit and attitude of professional conscientiousness, the construction team has still overcome the challenges of high-risk projects one by one. 2nd DPO also mentioned that although construction progress is currently behind schedule, the status of follow up construction is already under control, and it will be possible for the construction to be completed before the end of 2025. Following completion of construction, the route will be opened for operations after preliminary and final inspections.",

"title": "Executive Yuan Approves Circular Line East Section to Realize the Vision of the Capital City Circular Line Detailed Design to Commence Soon and Construction Expected to Begin Within Two Years",
"Content": "With a total length of 49.3km, the vision of the Capital City Circular line is being realized! Taipei City Government has been actively promoting the MRT Circular line east section, which was finally approved by the Executive Yuan on March 29. DORTS stated that the east section connects with four other MRT lines and will not only have the capability of alleviating traffic bottlenecks of Neihu Technology Park, but also share approximately 15% of the maximum inter-station traffic volume with the Wenhu line. After construction is completed and it is opened for operations, the travel time from Xiangshan Station to Neihu Technology Park will be reduced from 32 minutes to 14 minutes, and the travel time from Shilin Station to Neihu Technology Park will be reduced from 39 minutes to 12 minutes. This will drastically shorten overall commute times in the Taipei Metropolitan Area and drive the development of areas along the route. Taipei DORTS stated that the Circular line east section has a total length of 13.25km, and at a total cost of NT$102.486 billion, a total of ten underground stations will be constructed. Construction is expected to be completed in nine and a half years, and a steel wheel medium-capacity system will be utilized which is compatible with the Circular line Phase I system. DORTS explained that the Circular line east section begins from the rear tail track of Circular line north section at Jiannan Road Station. After crossing Jingye 3rd Road and running along Lequn 2nd Road, it turns on Ruiguang Road and after Ruiguang Social Housing, it turns west into Lane 321 Yangguang Street. After crossing Highway 1, it enters Jiuzong Road and passes the Chengmei Bridge and runs from Nangang Road to the Songshang-Xindian line at Songshan Station (Taiwan Railways Songshan Station). Next it crosses Songshan Road and intersects with the Bannan line at Yongchun Station, and after following Songde Road, it then turns into Lane 168 Songde Road, and after passing Xingya Junior High School and Bo Ai Elementary School, it turns onto Songren Road and reaches the Tamsui-Xinyi line at Xiangshan Station. The line continues south through Highway 3 Jia Wanfang Interchange and crosses the Jingmei River to the bottom of Xinguang Road and connects with Circular line south section at Taipei Zoo Station. DORTS pointed out that after construction of the Circular line east section has been completed, together with the Circular line north section & south section, which is currently under construction, and Circular line Phase I, which is already in operation, there will be a total of 14 stations at which interchanges can be made with the MRT, light rail, Taiwan Railways, and Taiwan High Speed Rail; furthermore, it will connect with 16 radiating MRT routes in a series. In ten years, with addition of the ring-shaped network and the Xinyi eastern extension and the Wanda line, which are currently under construction, it will be possible for the Taipei Metropolitan MRT network to reach over 210.4km and 182 stations. This will dramatically increase the efficiency of transportation in Taipei City and New Taipei City. DORTS expressed their gratitude to the Executive Yuan and MOTC for supporting construction planning of the Circular line east section; moreover, DORTS will follow the instructions of the Executive Yuan to refine scheduling management and control of the east section, minimize construction time, and provide MRT services as soon as possible. Taipei DORTS further elaborated that the Circular line east section was reviewed and approved by the Environmental Protection Agency in July 2022, and in September of the same year urban planning revisions were approved by the Ministry of the Interior. DORTS stated that in order to accelerate the promotion of the east section, the EMS was included in the Circular line north section & south section electromechanical contract by means of expansion. Following approval by the Executive Yuan on March 29, tasks related to detailed design, land acquisition, and construction contracting will officially commence. DORTS emphasized that in order to provide city residents with high-quality and convenient transportation services, underground connecting corridors will be planned and set up for mutual interchanges between the Circular line east section and Songshan-Xindian line at Songshan Station, Bannan line at Yongchun Station, and Tamsui-Xinyi line at Xiangshan Station. With over 10 billion passenger trips, Taipei MRT has been repeatedly rated as the world's most reliable MRT system. DORTS, which is responsible for construction, emphasized that they not only seek to build a smart MRT, but that they also hope to construct the MRT in a smart manner. The Circular line east section must pass beneath the Taiwan Railways tunnel and also pass beneath existing MRT stations, which is considerably difficult. DORTS explained that although there is a set construction period for the project, they will make efforts to shorten the administrative review process to enable construction to commence within two years. DORTS also stated that during the design phase of the east section, a comprehensive maintenance plan will be developed and refined in order to mitigate influence on traffic in Neihu. DORTS also pointed out that in order to meet the future development requirements of the eastern corridor of Taipei City, they will cooperate with development concepts of Nangang and Neihu industries during the construction of the eastern corridor MRT system which will improve traffic in Neihu Technology Park. In addition, they will also develop with the concept of the greater eastern district to connect leisure and entertainment in Dazhi with financial business in Xinyi in cooperation with the Neihu 2.0 project to enable advantageous industries to reap the full benefits of agglomeration, mutual support of regional functionality, and improved industrial development synergy. ",

"title": "Wanda Line Phase I “Green, Rhythm” Public Art 2nd Open Solicitation Preliminary Election Results Announced for Seating of the Entire Line",
"Content": "DORTS stated that Wanda line Phase I is estimated to be opened for operations in 2026, and the current rate of construction progress is 62%. Along the route of Phase I, there are a total of six land development projects, and among them is the Jincheng Depot and Juguang Station/Kalah Station land development project with an estimated sales amount of NT$40 billion for the development. Investor solicitation was formally announced on June 30, and the deadline for the receipt of tender documents is on January 3 of next year (2023). Selection and contract signing tasks are expected to be completed in the second half of 2023. Following the announcement, DORTS hosted an investment solicitation briefing on August 22. In addition to the special characteristics of this project and the investment conditions, the base interface, original land ownership value, and the equity conversion calculation table rationale were also explained together.DORTS explained that Jincheng Depot and Juguang Station are located in New Taipei City south of Juguang Rd. in Zhonghe District and north of Section 2, Jincheng Rd. in Tucheng District. With a base area of 35,000 ping and an estimated development volume exceeding 94,000 ping, the planned development is for a mega-town with a large-scale residential community, high-rise building, and shopping malls and man-made platforms centered around Jincheng Depot and Juguang Station. With a total sales amount exceeding NT$40 billion, it will lead the development of the surrounding areas. Moreover, Kalah Station is located in Wanhua District, Taipei City on Wanda Rd. adjacent to Kuang-Jen Elementary School and is in the Youth Park neighborhood. With a base area of 128 ping, it is expected to be developed into seven floors of exquisite above-ground housing. Southern Wanhua has complete living functionality and lower housing costs than other administrative districts, and it will attract first-time buyers in Taipei and also be favored by new families as well as people wishing to move to different homes.DORTS further elaborated that Jingcheng Depot is only 10 minutes by car from Xinban Special Zone while also being close to industrial settlements in Zhonghe District and Tucheng District. Along with the pace of industrial upgrades in recent years, there has been a gradual shift from traditional manufacturing to high value-added information and communications technology parks, which has brought about large amounts of employment opportunities for the talented elite. The demand for housing in the surrounding cities has increased significantly, which has been coupled with the gradual completion of transportation construction. The number of rezoning cases from Tucheng has been suspended, and the housing market trends will provide a glimpse into future development of this project.DORTS pointed out that after Wanda line is opened for operations, convenient transportation and living functionality will fall into place, and another living circle will be built in Banqiao. The total investment amount for the two location bases in this project exceed NT$20 billion, and the economy of scale is profound. As soon as the announcement was made, it attracted many groups of large-scale investors vying to win the bidding, as it is an excellent target for planting a land development flag along the Wanda line. "title": "Mayor Ko Wen-je Promotes Heavyweight Land Development Project Deadline for Bidding on Jincheng Depot and Juguang Station/Kalah Station on January 3, 2023",
"Content": "DORTS stated that Wanda line Phase I is estimated to be opened for operations in 2026, and the current rate of construction progress is 62%. DORTS emphasized that they have handled land development for over 30 years, and the system has been perfected. It is hoped that investors will actively participate in this land development project to enable the continuous flow of kinetic energy in the private sector to be injected into public construction, and citizens and investors will join hands with public construction to create a new future.Wanda line Phase I runs from Chiang Kai-Shek Memorial Hall Station, which is the transfer station between the Tamsui-Xinyi line and the Songshan-Xindian line, and the entire line will be constructed underground. "title": "Mayor Ko Wen-je Inspect Xinyi Eastern Extension: The Most Difficult MRT Construction in History; Two Meters of Progress Per Day",
"Content": "Due to the complex geological structure, weak and shallow soil, and the deep and hard laccolith layer, the shield tunnel machine at the Xinyi eastern extension tunnel construction site can only advance at an average of two meters per day. It is the most difficult construction in the Taipei MRT history, and the current construction progress is at 59.8%. On July 20, Taipei Mayor Ko Wen-je took a train car from Xiangshan Station to the end of the operating stabling tunnel of Xinyi line and walked right to the end of the Xinyi eastern extension tunnel to inspect the approximately 490-meter-long shield tunnel which connects with Xiangshan Station and offered consolation to the Guangci/Fengtian Temple Station construction team. Mayor Ko Wen-je affirmed the performance of the construction team in maintaining high standards of construction quality in the Xinyi eastern extension with its high degree of difficulty and is looking forward to contact between Xinyi District and Nangang District being easier after the last mile of the high-capacity system in Taipei Metropolitan Area is completed, driving social and economic development along the line. The tunnel that Mayor Ko inspected, from Xiangshan Station’s tail track to Guangci/Fengtian Temple Station, has a length of approximately 490 m and a depth of approximately 16-21 m. The strata along the line is mainly hard rock or mixed soil-rock formation, and the shield tunnel machine speed cannot be increased with its average tunnel drilling progress of two meters per day. The construction team added a shield tunnel machine to increase the construction speed and improve the efficiency of the soil and stone transportation in the tunnel and finally complete the excavation and progression of the two tunnels. The Xinyi eastern extension Guangci/Fengtian Temple Station construction commenced in November, 2016 and is located to the south of Guangci Charity Park beneath Fude St. The construction site is near Four Beasts Mountains in the hills on the edge of Taipei Basin, and the biggest challenge faced by the construction team is the complex geological conditions, making it the most difficult construction in the Taipei MRT history. The construction site of the Xinyi eastern extension is at the foot of Four Beasts Mountains, and the geology in the area is highly complex and diverse. From the surface to 10 m underground, there are some parts of the area which are weak like swamp mud pits. Steel plates must first be laid to enable heavy excavation equipment to be erected on the steel plates; however, some areas are too soft, and even steel plates will sink into the mud pits. At this point it is necessary to grout cement first to strengthen the bearing capacity. However, below the swamp mud pits is a hard rock plate, and the rock plate must be excavated with a maximum thickness exceeding 20 m. The hardest rock strength is four times the strength of concrete in ordinary buildings. Second District Project Office stated that the use of dynamite to crack the rock is unsuitable for construction in urban areas; therefore, within the limited space of the work area, the construction team must use additional tools to crush the rock plate, and then excavate it. The scene of the construction process is similar to being in a quarry environment. Second District Project Office pointed out that due to the narrow width of Fude St., the net distance between the building lines on both sides is only 25 m, and an underground station is only 22 m wide, diaphragm walls must be excavated immediately adjacent to the buildings on both sides of the MRT station structure. Moreover, the complex and uneven geology in the work area causes the challenge and difficulty of the diaphragm wall and excavation construction to be multiplied. In addition, because the construction area is surrounded by residential areas, at nighttime in order to reduce the impact on people’s daily lives, construction is put on hold, which affects the continuity of construction operations. Thanks to the improvement of construction techniques and the enforcement of communication with local residents, all difficulties in geological structure have been solved, the excavation of the site has been completed, and the structural construction has been commenced. In his speech, Mayor Ko Wen-je expressed that Taipei Government has long promoted transit-oriented development (TOD) and places a great deal of importance on the implementation of residential justice. As a result of the convenience of the MRT, Guangci Charity Park, which is adjacent to Guangci/Fengtian Temple Station could be considered the most exemplary case of TOD urban development in the city. The Xinyi eastern extension runs through a shield tunnel along Xinyi Rd. Sec. 6 to Fude St., and 29 meters has been excavated in front of Guanci Charity Park to set up Guangci/Fengtian Temple Station with three underground levels. The station has two exits/entrances at Guangci Charity Park Administration Building and the Social Welfare Complex co-construction building. With a length of 1.4 km, the route runs east from the station through a shield tunnel along Zhongpo S. Rd. to Yucheng Park, and a stabling tunnel has been set up for future extended operations and dispatching. The planned objective is for the construction to be completed at the end of 2023, and to undergo stability testing by DORTS in 2024. After passing the initial and final inspections, the route will be opened to the public for operation.",

"title": "Wanda Line First Flagship Development Project Investor Solicitation for Jincheng Depot and Juguang Station / Kalah Station Explanatory Meeting Will be Held on June 15",
"Content": "The construction progress of the Wanda line Phase I has currently reached 61%. DORTS stated that with a total investment and construction amount exceeding NT$20 billion and a total sales amount exceeding NT$40 billion, the investor solicitation explanatory meeting for the two sites at Jincheng Depot and Juguang Station/ Kalah Station will be held on the Wednesday (the 15th) at Metro Link International Hall.DORTS explained that for this Wanda line land development project, the investors will be selected by one tender combining two cases, and DORTS will officially announce the initiation of investor solicitation prior to June 30. If the selection tasks proceed smoothly, the best applicant is expected to complete contract signing in the second half of 2023. DORTS holds high hope to see active participation of major domestic investors in order to enhance regional business development. In the future, in cooperation with the Wanda line construction progress, four land development projects along the line will be announced in succession including Chiang Kai-Shek Memorial Hall Station, Xiaan Station, Zhonghe Station and Liancheng Jinhe Station.DORTS pointed out that a combined tender method will be employed for two sites at Jincheng Depot and Juguang Station/ Kalah Station, and they will be developed by one group of investors. DORTS emphasized that for the two projects the total investment and construction amount exceeds NT$20 billion, and the total sales amount exceeds NT$40 billion; furthermore, it is a land development project of significant scale and real economy incentives, which is bound to become an excellent target for investors hoping to play a part in the land development along the Wanda line.DORTS further elaborated that Jincheng Depot and Juguang Station are located to the north of Section 2, Jincheng Rd. and to the south of Juguang Rd. in Tucheng District, New Taipei City with a base area of up to 35,000 pings (115,703m2). The estimated development volume exceeds 94,000 pings (310,745m2), and it is expected to be developed into a large-scale residential community, office building, shopping mall, and giant town built on a man-made platform centered at the MRT depot and station which takes a leading role in peripheral development. The depot is a strong incentive to the local industry in Zhonghe and Tucheng areas. With more jobs brought by industrial development, more residents will move in, resulting in an expectable need in housing.DORTS also stated that Kalah Station is located on Wanda Rd. Wanhua District, Taipei City adjacent to Kuang-Jen Elementary School in the Youth Park living circle. With a base area of 128 pings (423 m2), it is expected to be developed into a seven-floor exquisite above-ground housing. Southern Wanhua has comprehensive living functionality with lower housing prices than any other administrative districts and will attract first-time buyers in Taipei and be favored by new families as well as those seeking their next house. In order to ensure fairness, impartiality and openness in the investment process, the Agency Against Corruption, Ministry of Justice, Taiwan Taipei District Prosecutor’s Office, and the Taipei City Agency Against Corruption have been invited to this explanatory meeting to jointly declare the establishment of the “Jincheng Depot and Juguang Station/ Kalah Station Land Development Project Integrity Platform,” to implement and build a transparent and incorruptible investment environment, as well as uphold cross-domain governance and the concept of cross-agency cooperation, in order to put Mayor Ko Wen-je’s policy of “open government , public participation, and openness and transparency” into practice in hopes that the process of investor solicitation will proceed smoothly.Taipei DORTS stated that the Wanda line Phase I, which is currently under construction, starts from Chiang Kai-Shek Memorial Hall Station and forms transfer points with the Tamsui-Xinyi line and the Songshan-Xindian line. The entire line is underground, traversing Zhongzheng District and Wanhua District in Taipei City as well as Yonghe District, Zhonghe District, and Tucheng District in New Taipei City, with a total of nine stations and one depot. Following the completion of construction and opening for operation, in addition to optimizing public transportation, it will also drive urban development along the route and create development and investment opportunities. In response to the pandemic, the on-site explanatory meeting will be streamed online simultaneously. Investors who are unable to attend in person are invited to enter the streaming website to participate in the meeting.",

"title": "The “Greenest” MRT Line: Open Solicitation for Public Art Submissions Due on May 18",
"Content": "At a total cost of nearly NT$50 million, the open solicitation of public artworks submissions for Wanda line Phase I will close on May 18 at 5:00 pm (based on delivery time). DORTS reminded members of the public with aspirations to have their design artworks placed in MRT stations to be sure to deliver their artworks to DORTS (No. 7, Lane 84, Section 2, Zhongshan N. Rd., Taipei City) before the deadline. 【The Taipei MRT Public Art Solicitation Event with the Largest Budget in History】The Wanda line Phase I open solicitation for public art submissions has attracted attention from people in various sectors. Seven years have already passed since the last open solicitation for public art at Dingpu Station. Furthermore, DORTS has already allotted NT$50 million for this open solicitation of public art, and one could say that it is the most expensive Taipei MRT public art solicitation in history. Therefore, all interested members of the public are urged to seize this opportunity. 【The Seating Design of the Entire Line can be Determined by You】DORTS further elaborated and stated that the cost of the seating for the entire line will be up to NT$15 million (approximately NT$1.67 million per station). The goal is to create at least two component seats at each station which are dedicated to the Wanda line, and they are required to integrate into the overall “Green, Rhythm” theme of the entire line. This will present a full range of works in a series, and the imagery should echo between and mutually connect the stations. 【Public Art is Promoted Digitally for the First Time】DORTS also stated that the public art at Shuanglian Station (Dawning Sail) was the first time that artwork was selected through public solicitation, and in the past 30 years 60 public artworks have been installed throughout the entire MRT route network; furthermore, many of the artworks have been the recipients of public art awards sponsored by the Ministry of Culture. In order to provide the public with public art throughout the entire route network, DORTS is selecting a full-line participatory project for the entire line for the first time and hope to digitally promote public art for the entire route network. 【You Design, I Install (Rest at Ease for Art Actualization) 】Are you just able to draw artworks but not able to install them? No problem; leave the installation work to DORTS! The design of the ventilation shafts and entrances/exits at LG04 Kalah Station and LG05 Yonghe Yongping Elementary School Station will be specially selected by means of solicited drawings, and the selected works will be constructed by DORTS. Adults and children are welcome to make enthusiastic submissions.DORTS also stated that members of the public who are interested in this artworks solicitation event and MRT public artworks can visit the DORTS website and browse public artworks on each of the Taipei MRT lines.",

"title": "MRT Technology Summer Internship: Unique and Difficult to Come By, Sign Up ASAP!",
"Content": "Registration has opened for the MRT Technology Summer Internships, which are eagerly anticipated by students who love to explore railway expertise. DORTS stated that in 2022 the internship period is from July 4 to August 26, and 24 students are expected to enrol. Furthermore, applicants who are moving up to their junior year in public and private tertiary institutions are eligible with preference given to senior students, and from now until May 10 they can apply to register through their schools. For details on the program please refer to the Program link below.DORTS explained that the summer internship program content consists of a series of free MRT engineering and construction experience inheritance and learning activities which are designed for students and are unlike ordinary work-study internships. Students who participated in the internships in previous years stated that during the internship period participants were able to visit MRT construction sites. It is an unprecedented experience and they consequently felt that they had greatly benefited. Moreover, they appreciated the enthusiasm of the internship mentors in their professional fields.DORTS further elaborated stating that the 8-week internship course sections are divided into specialized courses and common courses. Students will be led by the departments in accordance with the nature of their affairs to MRT construction sites, depots, and joint development high-rises to gain in-depth insight into the professional affairs of each field and department. As an inheritor and leader of domestic railway construction, DORTS began to host the Summer Student Internship Program in 2017. Through internships students not only acquire goal-oriented learning concepts, but through a combination of theory and practice, the re-learning burdens faced by students following graduation are also reduced, and the resilience of interns in the workplace is also improved. DORTS pointed out that practical experience in the workplace assists students in the integration of professional curriculum in schools to make theory and practice mutually complementary. DORTS colleagues serve as lecturers and can pass on their experience through lecturing to achieve the benefits of teaching and learning.Considering that domestic COVID-19 infections are at a new high and have yet to cease, DORTS will adjust the duration and content of the internships in accordance with the epidemic situation (including suspending internships etc.). Students who are interested in applying for internships should apply after careful evaluation.",

"Content": "DORTS stated that the Wanda line Phase I construction will be completed in late 2025. In order tocreate an unforgettable artistic MRT line, from now until May 18 DORTS are to select eight publicartworks in one batch at a total budget of nearly NT$50 million. DORTS explained that on March 29 at 2:00 PM at the DORTS First Meeting Room (9F, No. 7, Lane 48, Section 2, Zhongshan N. Rd.Zhongshan Dist. Taipei City) a briefing for the commission of artworks will be held, and those whohave interests are welcome to attend! DORTS will enable attendees to quickly understand the selectioncriteria within minutes via a short artwork commission video.【Most Expensive Public Art Commission in the History of Taipei MRT】DORTS pointed out that the creation of sustainable green energy transportation is a goal that the citygovernment team continuously promotes. In order to provide a high-quality transportationenvironment, the installation of public art in stations has a bonus effect. The public artworkcommission this time comes seven years after the last public artwork selection for MRT Dingpu Station, and DORTS is once again hosting the event by means of a public selection. DORTS stated that the funding of nearly NT$50 million this time could be considered the most expensive public art commission in the history of Taipei MRT, and those who are interested are strongly encouraged to seize the opportunity!【Look of the Entire Line’s Seating on Your Call】DORTS further elaborated that the seating for the entire line is an artwork where a funding up toNT$15 million (approximately NT$1.67 million per station) is to be granted to the artist who create it. The aim is to create at least two sets of seating that are designed based on the main theme of the Wanda line, “Green． Rhythm”, so that this theme can resonate throughout every station.【The First Time to Promote Public Art Digitally】DORTS also stated that the public art at Shanglian Station, "Dawning Sail", had its first time to select artworks publicly, and in the past 30 years 60 public artworks have been installed throughout the entire MRT route network; furthermore, many of the artworks have been the recipients of public art awards conferred by the Ministry of Culture. In order to provide the public with public art throughout the entire route network, DORTS is selecting an entire-line participatory project for the first time and hope to digitally promote public art for the entire route network.【You Design, I Install. (Rest at Ease for Art Actualization) 】Having concerns about art installation? No worries, DORTS get your back! The art design for theventilation shafts and entrances/exits at LG04 Kalah Station and LG05 Yonghe Yongping Elementary School Station will be specially selected by drawing commission, and the selected works will be installed by DORTS. "title": "Wanda Line Phase I “Green･Rhythm” Public Artwork Planning Call for Submissions Commences: MRT Art Begins with You",
"Content": "Creating “Green･Rhythm” lifestyle on the Wanda line; MRT art begins with you! From today Taipei DORTS is hosting the “Wanda Line Phase I ‘Green･Rhythm’” public artwork calls for domestic and international project submissions. Submissions are being solicited for public artworks for seats on the entire line, participatory plans for the entire line, and artworks for five stations (in total, eight works will be selected). DORTS stated that a briefing will be held on the handling of the submissions on the March 29 at 14:00. Artists who have interests are welcome to participate and together create an important cultural sightseeing route with artistic and cultural characteristics in Taipei City and New Taipei City. DORTS explained that the solicitation of submissions is open from March 18 until May 18 with unlimited qualifications for eligibility and number of submissions. For related information please consult the call for submissions documents or visit the Taipei DORTS website for inquiries. DORTS explained that public art thematic structure for the entire line of Wanda line Phase I is “Green･Rhythm,” and for the solicitation plan this time a total of eight works will be selected, which will be respectively divided into seats for the entire line (NT$ 15 million), full-line participatory planning (NT$6 million), physical works (at three stations, totalling NT$23 million), and selected designs (three artworks totalling NT$2.8 million). Moreover, the selected designs will be constructed by constructors (three artworks at a total value of NT$2.8 million) with a total expenditure of NT$46.8 million. DORTS would like to sincerely invite parties from all walks to life to participate, and there are no limits on the qualifications or number of submissions. People from professional creators to amateurs can all join in creating art in this field specifically for the Wanda line. The public art theme for the entire line of MRT Wanda line Phase I is “Green･Rhythm,” “Green” emphasizes that MRT construction will lead the Greater Taipei area to reduce carbon emissions and move towards becoming a green ecological city. “Rhythm” indicates that the areas where each station on the line is distributed include urban, waterfront, and hilly areas, and the rhythms of different natural and human environments are connected. Furthermore, the entire line reveals different urban melodies. Taipei DORTS further elaborated that under the “Green･Rhythm” thematic structure, through the integrations of the architectural design of each station and according to geographical or human characteristics, “sub-themes” and “representative plants” have been developed for each station, creating a clear recognition for Wanda line. It is anticipated that through this solicitation, in addition to creating physical public art (LG01 Chiang Kai-Shek Memorial Hall Station, LG06 Zhonghe Station, LG08A Juguang Station) and having the selected designs be included in the implementation of the construction contracts (LG04 Kalah Station, LG05 Yonghe Yongping Elementary School Station), the “Seats” and “Participatory Projects” will link nine stations together along the entire line. Through the integration of each station with the neighbouring cultural nodes and local residents, the true meaning of an ecological museum will be put into practice. DORTS explained that MRT Wanda line construction is divided into two phases, and a medium-capacity MRT system construction will be employed with development in phases. Phase I construction runs from Chiang Kai-shek Memorial Hall Station to Jincheng Depot in Tucheng. With a total length of 9.5 km, underground construction was employed to construct a total of nine stations and one depot. As of the end of February 2022, the overall construction progress was 60.54%. Phase II construction runs from Jincheng Depot and terminates at Xinzhuang Huilong Station. With a total length of 13.3km and 13 stations, it includes two underground stations and 11 elevated stations. Detailed design is currently underway, and contracts are expected to be awarded this year. Wanda line will offer mutual transfers between the existing Songshan-Xindian line, Circular line, Bannan line, and Xinlu line to reach Taipei City and New Taipei City in all directions with the objective of simultaneous development and common prosperity and enhancing the international competitiveness of Taipei Metropolitan Area. DORTS pointed out that among the lines in the Taipei MRT system, the Wanda line Phase I is the route with the greatest density of cultural institutions, such as museums. In addition, it includes many historical buildings and layers of archaeological culture. Therefore, the design of MRT artwork on this section of Wanda line extends the functionality of MRT stations so that they are not just vehicles for moving traffic but also extensions of the psychological dimension of citizens’ living spaces and gates which connect the surrounding community environment with the cityscape. DORTS will host a solicitation briefing on the March 29 at 14:00 in the 1st Conference Room on the 9th Floor of DORTS headquarter. Creators who have interests are welcome to participate to enable MRT Wanda line to begin connecting with your and my daily lives!",
